Tuan Speaker: Dengan sukacitanya saya menjemput Menteri Kebajikan, Wanita Dan
Pembangunan Keluarga untuk membuat ucapan penggulungan.
Menteri Kebajikan, Wanita Dan Pembangunan Keluarga (Y.B. Datuk Hajah Fatimah
Abdullah): Bismillahir Rahmanir Rahim, Assalamualaikum Warahmatullahi
Wabarakatuh. Tuan Speaker, terlebih dahulu saya ingin merakamkan penghargaan
kepada Tuan Yang Terutama Yang di-Pertua Negeri Sarawak atas penyampaian ucapan
di Dewan yang mulia ini pada 14 Mei 2012. Kita berdoa agar Tuan Yang Terutama Tun
Datuk Patinggi Abang Haji Muhammad Salahuddin dan Yang Amat Berbahagia Toh
Puan Datuk Patinggi Hajah Norkiah sentiasa dalam pemeliharaan dan perlindungan
Allah S.W.T.
Saya ingin merakamkan setinggi-tinggi tahniah dan syabas kepada Yang Amat
Berhormat Pehin Sri Ketua Menteri kerana telah berjaya menerajui pelaksanaan program
pembangunan serta pengurusan kewangan Negeri yang cemerlang. Kita amat berharap
agar prestasi cemerlang ini akan berterusan pada masa akan datang, bukan sahaja
dalam konteks pembangunan fizikal tetapi juga dalam konteks pembangunan sosial dan
kesejahteraan rakyat negeri ini secara keseluruhannya. Bagi pihak semua warga
Kementerian Kebajikan, Wanita dan Pembangunan Keluarga dan seluruh wanita
Sarawak serta keluarga, saya mereka ingin mengucapkan selamat hari jadi kepada Yang
Amat Behormat Pehin Sri, di doa sihat sepanjang hayat, segala usaha diberkati Illahi,
mengangkat darjat kehidupan rakyat.
Sebagai sebuah kementerian yang baru berusia tujuh bulan, sememangnya
Kementerian Kebajikan, Wanita dan Pembangunan Keluarga menghadapi banyak
cabaran untuk merangka dan menentukan halatuju Kementerian, serta mengukuh dan
memantapkan lagi mekanisme pelaksanaan di peringkat agensi-agensinya.
Alhamdulillah, setakat ini, berkat sokongan, kerjasama, dan komitmen dari semua agensi
di bawah Kementerian ini, termasuklah agensi-agensi di bawah watching briefnya, kami
mampu mengatur perancangannya supaya kesemua agensi ini dapat bergerak dengan
lebih cekap dan berkesan. Saya percaya jika berpaksikan kesejahteraan rakyat sebagai

tonggak perjuangan dan perkhidmatan, kementerian ini tentunya akan dapat
menjalankan tugas dan tanggungjawab yang telah diamanahkan dengan berkesan.
Tuan Speaker, keseimbangan pembangunan sesebuah negara dalam konteks
sosial dan ekonomi bergantung sebahagian besarnya kepada sumbangan daripada
sektor Kerajaan, swasta atau korporat dan pertubuhan bukan Kerajaan. Menyedari
tentang peri pentingnya sumbangan setiap sektor termasuk NGO, Kementerian ini pada
tahun ini, telah, sedang dan akan memberi penekanan kepada usaha-usaha untuk
mendayaupaya dan memperkasakan lagi NGO-NGO, khususnya yang telah berdaftar
dengan Kementerian.
Selain daripada insiatif-inisiatif tertentu yang

telah dilaksanakan oleh Jabatan
Kebajikan Masyarakat Negeri Sarawak dan Biro Wanita, satu program
Bersama NGO. telah dirancang oleh Kementerian untuk dilaksanakan dan dijadikan
sebagai acara tahunan. Program ini merupakan suatu akan
menghimpunkan NGO bersama pihak swasta dan korporat dengan
masyarakat umum dalam suasana kekeluargaan, di samping bertujuan membangkitkan
semangat kesukarelaan sosial, serta menyumbang kepada peningkatan kesejahteraan
rakyat mengikut kepakaran dan kemampuan masing-masing.
Selain itu, kementerian akan meneruskan penambahbaikan program
pengupayaan
Perkhidmatan Kebajikan,
yang merupakan strategi baru
mensejahterakan rakyat melalui penginsanan perkhidmatan kebajikan,
dan pemerkasaan wanita, pengukuhan institusi keluarga dan pemantapan pendidikan
serta pembangunan jati diri.
Satellite Office
Tuan Speaker, bertunjangkan falsafah Penginsanan
Jabatan Kebajikan Masyarakat Negeri Sarawak (JKMNS) telah mengambil langkah yang
proaktif melalui pelaksanaan Satellite Office yang telah dilancarkan pada 10 Januari
2012. Satellite Office adalah perkhidmatan bergerak
jabatan dalam usaha untuk memperluaskan liputan dan capaian perkhidmatan jabatan.
Perkhidmatan-perkhidmatan yang boleh didapati di JKMNS di Bahagian dan Daerah
boleh juga didapati di Satellite Office seperti permohonan bantuan, pertanyaan status
kes, pendaftaran OKU, pendaftaran sukarelawan,
penderaan, pendaftaran anak angkat/anak pelihara
institusi kebajikan. Pendekatan ini dapat memudahkan
perkhidmatan kebajikan.
Melalui pengoperasian Satellite Office, sehingga 15 Mei 2012, Jabatan Kebajikan
telah bergerak ke 96 kawasan dan dikunjungi seramai 11,722 orang. Hasil daripada
pertemuan ini, Jabatan Kebajikan telah menerima 2,170 permohonan baru; 1,277 kes
ulangkaji bantuan kebajikan; 88 pendaftaran OKU; 785 pertanyaan status bantuan; 13
rujukan kes akhlak dan kes
serta pertanyaan kemasukan ke
capaian rakyat kepada
pendaftaran sukarelawan; dan selebihnya tentang hal-hal yang di luar bidang
perkhidmatan JKMNS. Selain itu, JKMNS juga sering menggunakan majlis-majlis
keramaian di peringkat bahagian, daerah dan kampung bagi tujuan membuka kaunter
perkhidmatannya supaya lebih ramai lagi rakyat yang memerlukan bantuan dapat
dilayani.
Peruntukan Bantuan Kebajikan
Sepanjang tahun 2011, JKMNS telah menerima peruntukan berjumlah RM126.1
juta dan telah disalurkan kepada 43,543 penerima bantuan bulanan. Untuk tahun 2012,
JKMNS telah menerima peruntukan berjumlah RM117.8 juta. Sehingga 15 Mei 2012,
JKMNS telah menyalurkan bantuan bulanan kepada 44,935 orang penerima dengan

perbelanjaan sebanyak RM42.6 juta. Sejumlah RM3.7 juta juga telah dibelanjakan untuk
bantuan one-off seperti untuk membantu mangsa-mangsa banjir, mangsa kebakaran
serta pemberian bantuan alat-alat orthopedik dan bantuan pengangkutan jenazah.
Rakan Kongsi Kebajikan
Untuk makluman Ahli Dewan Yang Mulia, Jabatan Kebajikan Masyarakat Negeri
Sarawak telah mengiktiraf 219 Rakan Kongsi Kebajikan yang terdiri daripada pelbagai
Agensi Kerajaan, Swasta, Badan Bukan Kerajaan (NGO), Badan Korporat, Ketua
Masyarakat, Pemimpin tempatan dan individu perseorangan bagi sama-sama
melaksanakan program kebajikan untuk rakyat. Ini selaras dengan hasrat Kerajaan
bahawa Kebajikan adalah Tanggungjawab Bersama.
Hendak bertandang ke Pekan Betong;
Singgah sebentar di Kampung Sedarat;
Bulat air kerana pembentong;
Bulat manusia kerana muafakat.
Perkhidmatan Pembangunan Komuniti
Tuan Speaker, kementerian ini melalui Jabatan Kebajikan Masyarakat akan terus
memberi pengiktirafan ke atas pelaksanaan tanggungjawab sosial oleh Pertubuhan
Sukarela Kebajikan yang terlibat dalam kegiatan sosial dan kebajikan. Untuk makluman
Ahli Dewan yang mulia ini, sehingga April 2012, Jabatan Kebajikan Masyarakat Negeri
Sarawak telah menyalurkan geran sebanyak RM1.2 juta kepada 32 Pertubuhan Sukarela
Kebajikan yang disalurkan secara berperingkat. Jabatan Kebajikan akan terus
menyalurkan geran kepada mana-mana Pertubuhan Sukarela Kebajikan berdaftar yang
ingin melaksanakan program berorentasikan kebajikan.
Perkhidmatan OKU
Tuan Speaker, kementerian akan terus memberi perhatian dan pembelaan
kepada golongan Orang Kurang Upaya (OKU). Antara bantuan dan kemudahan yang
disediakan oleh kerajaan bagi golongan Orang Kurang Upaya termasuklah Program
Pemulihan Dalam Komuniti (PDK), Bantuan Am, Elaun Pekerja Cacat, Geran
Pelancaran, Bantuan Alat orthopedik, Bantuan Penjagaan OKU Terlantar dan Bantuan
OKU tidak berupaya untuk bekerja. Sehingga 15 Mei 2012 seramai 27,517 OKU telah
berdaftar dengan JKMNS (24,310 bagi 2011) dan mereka dibekalkan dengan Kad OKU.
Pendaftaran dan kad ini adalah penting bagi memudahkan mereka untuk mendapat
kemudahan seperti Pengecualian Cukai Jalan, Program Pendidikan Khas Kementerian
Pelajaran, Pengecualian Bayaran Rawatan Perubatan di hospital Kerajaan,
Pengecualian Bayaran Dokumen Perjalanan dan Tambang Konsensi.
Bagi mempercepatkan lagi proses pendaftaran dan pemberian kad OKU yang
bermutu tinggi sebuah mesin cetak telah dibekalkan kepada Ibu Pejabat, Jabatan
Kebajikan Masyarakat Negeri Sarawak pada 28 April 2012 supaya pengeluaran kad itu
dapat dilakukan di Kuching dan tidak perlu lagi dimajukan ke Kuala Lumpur seperti
sebelumnya.
Sehingga 15 Mei 2012, seramai 1,863 OKU telah menerima Bantuan Elaun
Pekerja Cacat (EPC) yang melibatkan peruntukan sebanyak RM2.2 juta; 1,847 OKU
telah menerima Bantuan Penjagaan Terlantar (BPT) yang melibatkan peruntukkan
sebanyak RM 2.2 juta; 2,576 OKU di 33 PDK telah menerima RM1.5 juta; dan 2,703
OKU telah menerima Elaun OKU Tidak Bekerja (BTB) yang melibatkan peruntukkan
sebanyak RM 1.6 juta.

Program Pemulihan Dalam Komuniti (PDK)
Program Pemulihan Dalam Komuniti (PDK) telah diperkenalkan pada tahun 1984,
bagi tujuan pemulihan dan intervensi bagi tujuan supaya OKU dapat belajar mengurus
diri melalui latihan fisioterapi, kemahiran asas literasi dan numerasi serta kemahiran
hidup (living skills) dan juga supaya mereka dapat mengintegrasikan diri dengan
komuniti setempat.
Pada 2011, seramai 2,293 OKU mengikuti program pemulihan di 25 Pusat
Pemulihan Dalam Komuniti (PDK) di seluruh Sarawak. Pada tahun 2012, 8 PDK baru
telah diluluskan. Jadi sekarang ini jumlahnya ialah 33. Terdapat seramai 2,576 OKU di
Sarawak sedang mengikuti program pemulihan di 33 buah PDK sekarang ini.

telah memperuntukkan geran sebanyak RM7.8 juta bagi menampung
keseluruhan program-program yang dilaksanakan di PDK tersebut.
Sepanjang Tahun 2011, seramai 98 OKU telah mendapat bantuan orthopedik
dan sokongan yang melibatkan perbelanjaan sebanyak RM226,604.00. Sementara itu,
sehingga 15 Mei 2012, dengan perbelanjaan sebanyak RM93,894.00, seramai 44 OKU
telah dapat manfaat dari bantuan ini.
Skim Bantuan Warga Emas (BAWE)
Bantuan Warga Emas sebanyak RM300 sebulan diberi kepada individu berumur
60 tahun ke atas yang tiada mata pencarian dan hidup sebatang kara, atau individu yang
mempunyai keluarga tetapi tidak berkemampuan untuk menyara hidup mereka. Skim
Bantuan Warga Emas adalah bantuan sara hidup kepada warga emas supaya dapat
menampung sebahagian daripada keperluan asas.
Bantuan Warga Emas Tuan Speaker, merupakan perbelanjaan yang tertinggi
daripada keseluruhan perbelanjaan bantuan. Sehingga April 2012, RM18.7 juta iaitu 44%
Tuan Speaker, daripada keseluruhan bantuan JKMNS telah diberi kepada seramai
16,172 warga emas di seluruh Sarawak.
Institusi Kebajikan
JKMNS menyediakan perkhidmatan bagi jagaan dan perlindungan kepada
kanak-kanak, warga emas dan OKU. Terdapat sembilan institusi di bawah kendalian
Jabatan iaitu enam buah Institusi perlindungan dan pemulihan kanak-kanak iaitu Rumah
Kanak-Kanak Kuching, Rumah Kanak-kanak Datuk Ajibah Abol di Sri Aman, Taman Seri
Puteri Kuching, Sekolah Tunas Bakti Miri, Sekolah Tunas Bakti Kuching dan Asrama
Akhlak Kuching, dua buah institusi penjagaan dan perlindungan warga emas iaitu
Rumah Seri Kenangan Kuching dan Rumah Seri Kenangan Sibu, dan sebuah pusat
latihan dan pemulihan untuk OKU iaitu Pusat Pemulihan Samarahan.
Pembangunan Wanita Dan Keluarga
Biro Wanita sebagai agensi pelaksana yang dipertanggungjawabkan untuk
membina upaya dan memperkasakan wanita telah menggariskan lima Sektor utama
ataupun Five Key Focus Area, (KFA) iaitu sektor pengupayaan dan pemerkasaan
ekonomi wanita; pengukuhan institusi keluarga, kepimpinan dan pembuat keputusan,
keselamatan dan undang-undang serta kesihatan.

Sektor Pengupayaan dan Pemerkasaan Ekonomi Wanita
Bunga Kantan seharum kasturi;
Dikarang anak dara untuk diniaga,
Bina kekuatan perkukuhkan diri;
Wanita berwibawa negara perkasa.
Program di bawah Sektor Pengupayaan dan Pemerkasaan Ekonomi Wanita ini
adalah bertujuan meningkatkan penglibatan wanita dalam pelbagai sektor ekonomi
untuk menjana dan meningkatkan pendapatan dan taraf hidup keluarga. Sehubungan
itu, Biro Wanita telah merangka dan akan terus melaksana Program Pengupayaan dan
Pemerkasaan Ekonomi Wanita (PPEW) di sepanjang pelaksanaan Rancangan Malaysia
Kesepuluh berasaskan rasional “When you educate a woman, you educate a family,
When you raise women’s income, you raise the family economy, as well as their well
being”.
Antara bidang kemahiran yang diutamakan adalah industri pemakanan,
pertanian, pelancongan, kraftangan, jahitan, kesihatan, perubatan, kecantikan, hiasan
dalaman, dan perkhidmatan penjagaan kanak-kanak dan orang tua.
Dalam usaha untuk membangun dan memperkasakan golongan usahawan
wanita, Biro Wanita berperanan sebagai pemudahcara (fasilitator) untuk membantu
usahawan wanita memulakan atau mengembangkan aktiviti perniagaan mereka melalui
jaringan kerjasama dengan agensi-agensi kerajaan seperti Jabatan Agama Islam
Sarawak (JAIS), Jabatan Tanah dan Survei, Pihak Berkuasa Tempatan, Unit
Pembangunan Usahawan Bumiputera (UPUB) dan Jabatan Pertanian. Biro Wanita juga
mendapat sokongan dan kerjasama dari sektor korporat dan dewan perniagaan. Melalui
jaringan kerjasama ini, isu-isu berkaitan dengan pensijilan halal, pengeluaran lesen,
permit niaga dapat ditangani.
Sektor Pengukuhan Institusi Keluarga
Selasih tumbuh ditepi telaga;
Selasih dimakan si anak dara,
Kasih Ibu membawa ke syurga;
Kasih ayah sepanjang masa.
Tuan Speaker, menginsafi bahawa kesejahteraan negara bermula dari keluarga,
Biro Wanita dengan kerjasama Lembaga Penduduk dan Pembangunan Keluarga
Negara (LPPKN) akan meneruskan program–program pembangunan keluarga dan
pengukuhan institusi keluarga bagi tahun 2012, seperti SMARTSTART iaitu Modul
Pemantapan Perkahwinan yang disasarkan kepada pasangan yang bakal berkahwin
dan pasangan yang usia perkahwinannya kurang dari lima tahun, melalui program
IlmuKeluarga@LPPKN iaitu Ceramah yang berkaitan dengan ilmu kekeluargaan,
melalui SMARTBELANJA@LPPKN iaitu Pengurusan kewangan keluarga, melalui
PARENTING@WORK iaitu Bengkel keibubapaan yang bekerja, Kaunseling Keluarga
dan Perkahwinan, Mobile Kafe@Teen iaitu Program Pembangunan Remaja, melalui
program SEKATA (Program Keselamatan Keluarga Tanggungjawab Kita) dan melalui
program Terapi Pengurusan Emosi iaitu Bengkel Pengurusan Tekanan.
Tambahan kepada itu, Biro Wanita juga melaksanakan program pengukuhan
institusi keluarga seperti program Seminar Bapa Unggul dan Pemantapan Institusi
Keluarga. Tiga lagi program pembangunan keluarga dilaksanakan dengan kerjasama
Majlis Pembangunan Wanita dan Keluarga (MPWK) di setiap kawasan Parlimen, iaitu
program Nur Hidayah, Sambutan Hari Keluarga dan Program Nur Sejahtera Remaja.

Di harap Ahli Yang Berhormat bagi N37-Dudong yang mengemukakan soalan
tentang perkara ini khususnya berkaitan dengan ibu tunggal mengambil perhatian
tentang langkah-langkah yang telah disebutkan tadi bagi memantapkan institusi
keluarga. Untuk makluman Ahli Yang Berhormat dari Dudong: .Falling in love, and
falling out of love. is beyond this ministry’s control but if YB from Dudong has a formula
to address this issue we will be more than happy to study its feasibility.
Sektor Kesihatan
Bertunjangkan .Wanita Sihat, Asas Kesejahteraan Keluarga”, LPPKN dan Biro
Wanita terus memberi keutamaan kepada bidang kesihatan reproduktif. Pada tahun
2012, LPPKN dan kerjasama Biro Wanita telah mengadakan .Program Gempur Subsidi
Mamogram. ataupun singkatannya GSM dan .Pemvaksinan Human Papillomavirus.
atau HPV untuk golongan remaja wanita yang berusia 18 tahun secara percuma.
Program Gempur Subsidi Mamogram
LPPKN Sarawak mensasarkan seramai 5,200 wanita untuk menjalani ujian
mamogram dalam tempoh Januari hingga Jun 2012. Untuk mencapai sasaran ini,
kempen GSM iaitu Kempen Gempur Subsidi Mamogram telah dilaksanakan oleh
LPPKN bersama Kementerian Kebajikan Wanita dan Pembangunan Keluarga di seluruh
negeri Sarawak. Sehingga April 2012 iaitu empat bulan pertama tahun ini, seramai
4,843 orang klien telah menjalani ujian mamogram sementara 3,253 orang lagi adalah
dalam senarai menunggu untuk ujian mamogram dalam bulan Mei sehingga Julai 2012.
Tuan Speaker, ini adalah peningkatan yang sangat membanggakan berbanding
pencapaian empat tahun yang sudah iaitu dalam bulan Mei 2007 hingga Oktober 2011,
kita hanya mencapai 2,405 klien tetapi tahun ini kita dapati that in the first, Tuan
Speaker, the number of women undergoing mamogram examination in the first four
months of this year is doubled of what has been achieved in four years.
Sektor Kepimpinan dan Pembuat Keputusan
Penyertaan wanita dalam perkhidmatan awam negeri Sarawak. Statistik
menunjukkan peratusan penjawat awam wanita bagi Gred 41 iaitu gred permulaan bagi
pemegang ijazah adalah 36.7%. Walau bagaimanapun, peratusannya menurun
mengikut peningkatan pada gred jawatan; 24.1% bagi Gred 44; 16.3% bagi Gred 48;
19% bagi Gred 52; 12.1% bagi Gred 54 dan 10.0% bagi Gred JUSA. Sekiranya
penjawat awam yang berada pada Gred 54 dan JUSA dianggap sebagai kumpulan
membuat keputusan, decision makers, maka peratusan penjawat awam wanita yang
berada dalam kumpulan tersebut hanyalah 11%.
Sehubungan itu, dalam usaha merealisasikan dasar Kerajaan untuk mencapai
30% wanita diperingkat membuat keputusan pada tahun 2015, Kementerian ini akan
meneruskan program–program dan penyebaran maklumat bagi tujuan meningkatkan
kesedaran dan kepekaan mengenai kesaksamaan gender (gender sensitization) melalui
Seminar Wanita Profesional, Seminar Kepimpinan Wanita sebagai Agen Perubah dan
Seminar Kepekaan Gender.
Sektor Keselamatan dan Undang-Undang
Biro Wanita mengakui pentingnya kefahaman dan kesedaran tentang undangundang
yang menjaga dan melindungi hak-hak wanita dan kanak-kanak dalam
kalangan masyarakat. Bagi mencapai matlamat ini, Biro Wanita telah melaksanakan
dua program berikut iaitu Program Pembangunan Para-Kaunselor dan Program Literasi

Undang-Undang. Sehingga kini, Biro Wanita telah berjaya memberi latihan kepada kirakira
500 orang para-kaunselor.
Untuk tahun 2012, Biro Wanita merancang untuk melahirkan 60 para-kaunselor
di tiga zon dan Program Literasi Undang-Undang yang dijalankan melalui taklimat dan
seminar diadakan tiga kali setahun. Untuk tahun 2012, Biro Wanita telah merancang
untuk mengadakan enam siri taklimat dan seminar.
Program Pendidikan Awal Kanak-Kanak
Tuan Speaker, Kerajaan Negeri Sarawak terus memberi tumpuan kepada usaha
untuk meningkatkan akses, ekuiti dan kualiti pendidikan awal kanak-kanak oleh agensi-

agensi pelaksana. Pada tahun 2012, terdapat 1,415 buah tabika Jabatan Kemajuan
Masyarakat (KEMAS) Negeri Sarawak dengan bilangan kanak-kanak seramai 20,806
orang, 1,375 buah kelas prasekolah Jabatan Pelajaran Negeri Sarawak dengan jumlah
26,516 kanak-kanak, 170 buah tadika Jabatan Perpaduan Integrasi
Nasional, 3,745 orang kanak-kanak dan 367 buah tadika swasta yang berdaftar dengan
Jabatan Pelajaran Negeri Sarawak dengan 2,110 orang kanak-kanak.
Bagi taska pula, Jabatan Kemajuan Masyarakat (KEMAS) Negeri Sarawak
mempunyai 46 buah taska dengan bilangan kanak-kanak seramai 725 orang, Jabatan
Perpaduan Negara Dan Integrasi Nasional sebanyak 3 buah taska dengan bilangan
kanak-kanak seramai 53 orang dan taska swasta berdaftar dengan JKMNS adalah
sebanyak 63 buah dengan bilangan kanak-kanak seramai 1,408 orang. Sebanyak 109
buah taska swasta adalah dalam proses pendaftaran.
Bagi menggalakkan dan mempercepatkan proses pendaftaran taska, One Stop
Registration Centre TASKA (OSRC) telah dilancarkan pada 20 Mac 2012 dan
diwujudkan di semua Jabatan Kebajikan Masyarakat Bahagian. Hasil kerjasama
daripada agensi-agensi berkepentingan, OSRC telah dapat memendekkan tempoh
proses pendaftaran daripada 12 bulan ke 3.5 bulan sahaja.
Tuan Speaker, pada tahun 2012, 97.25% murid-murid Tahun satu pernah
mengikuti pendidikan prasekolah berbanding dengan 95.12% pada tahun 2011, dan
94.53% pada tahun 2010. This is a very good achievement for us.
Manual Standard Kualiti Pendidikan Tadika Negeri Sarawak
Tuan Speaker, bagi membantu meningkatkan kualiti pendidikan awal kanak-kanak
khususnya di peringkat prasekolah dan tadika, Majlis Pembangunan Pendidikan Awal
Kanak-Kanak Sarawak telah menggubal dan mewujudkan Manual Standard Kualiti
Pendidikan Tadika di Negeri Sarawak. Manual yang merupakan garis panduan bagi
mewujudkan pendidikan berkualiti di tadika awam dan swasta di Sarawak telah
dilancarkan pada 27 Mac 2012.
Bantuan-Bantuan Pendidikan
Tuan Speaker, sebagai kesinambungan kepada usaha mensejahterakan rakyat
melalui pendidikan, Kerajaan telah menyediakan peruntukan bagi bantuan-bantuan
berikut: Kumpulan Wang Amanah Pelajar Miskin (KWAPM); Bantuan Khas Awal Tahun
Persekolahan; Bantuan Baucer Buku 1Malaysia; Bantuan Bayaran Tambahan
Persekolahan; Bantuan Rancangan Makanan Tambahan (RMT) ; dan Program Susu
1Malaysia (PS1M).

Kelas Pendidikan Khas
Tuan Speaker, pendidikan untuk kanak-kanak yang kurang keupayaan turut
diberi perhatian serius oleh Kerajaan. Sehingga tahun 2012, sebanyak 36 buah Sekolah
Menengah telah menawarkan Program Pendidikan Khas Integrasi Masalah
Pembelajaran, 3 buah sekolah menawarkan Program Pendidikan Khas Integrasi
Masalah Pendengaran dan sebuah sekolah menengah menawarkan Program
Pendidikan Khas Integrasi Masalah Penglihatan.
Manakala bagi sekolah rendah pula, terdapat empat buah Sekolah Kebangsaan
Pendidikan Khas (iaitu tiga Masalah Pendengaran, satu Masalah Penglihatan) dan 97
buah sekolah rendah yang ada menawarkan Program Pendidikan
kanak-kanak

Menyedari tentang pentingnya intervensi seawal mungkin bagi
yang kurang keupayaan, maka Kementerian Pelajaran telah melaksanakan enam buah

Sistem Pentaksiran Baharu Sijil Tinggi Persekolahan Malaysia (STPM)
Tuan Speaker, pada 4 Januari 2012, Mesyuarat Jemaah Menteri (MJM) telah
bersetuju meluluskan pelaksanaan Sistem Pentaksiran Baharu STPM berasaskan
sistem modular yang menitikberatkan pendidikan berasaskan hasil (outcome-based
education) dan kemahiran insaniah (soft skills). Ambilan pertama melibatkan kumpulan
tingkatan enam rendah tahun ini, tahun 2012.
Dewan Bahasa Dan Pustaka Cawangan Sarawak
Tuan Speaker, sebagai Negara yang berdaulat dan merdeka, Malaysia telah
menetapkan bahawa Bahasa Melayu sebagai Bahasa Kebangsaan. Ini telah pun
termaktub dalam Perkara 152 Perlembagaan Malaysia dan Akta Bahasa Kebangsaan
1963 (Pindaan 1967), yang menegaskan tentang penggunaan bahasa Kebangsaan
dalam majlis-majlis rasmi. Dewan Bahasa dan Pustaka (DBP) sebagai badan yang
diamanahkan untuk melaksanakan fungsi yang terkandung dalam Dasar Bahasa
Kebangsaan, akan terus bergerak aktif untuk melaksanakan program yang dapat
meningkatkan martabat Bahasa Kebangsaan sebagai bahasa yang menjadi asas
perpaduan antara kaum, bahasa ilmu dan berfungsi sebagai penggerak pembangunan
jati diri bangsa.

Indah tampan kerana budi;
Tinggi darjat kerana bahasa.
Tuan Speaker,dalam melahirkan masyarakat yang bercitra Malaysia dan
berwatak Nasional, usaha perluasan penggunaan Bahasa Kebangsaan yang baik, indah
dan santun, akan terus dipergiatkan. Sehubungan itu, untuk kakitangan kerajaan
Pekeliling Bilangan 9 Tahun 2011 bertajuk; “Panduan Penggunaan Bahasa Kebangsaan
Dalam Perkhidmatan Awam”, sudah pun diedarkan dan dikuatkuasakan.

Dalam usaha memasyarakatkan penggunaan Bahasa Kebangsaan dan
pembinaan jati diri dalam golongan remaja dan masyarakat di negeri ini, Dewan Bahasa
Pustaka akan terus terlibat dalam penganjuran beberapa program antaranya ialah
Forum Remaja, Forum Pelajar, Dekon, Wacana, Diskusi dan Syarahan Eksekutif.
Kesemua kegiatan ini bermatlamat untuk membentuk nilai jati diri dalam kalangan
generasi muda supaya berketrampilan dari segi aspek budi bahasa dan rasa cinta
terhadap Bahasa Kebangsaan. Untuk tahun 2012, selain melaksanakan 230 aktiviti
kebahasaan dan kesusasteraannya sendiri, Dewan Bahasa Dan Pustaka Cawangan
Sarawak juga akan bekerjasama dengan pelbagai agensi-agensi kerajaan dan
pertubuhan bukan kerajaan di beberapa Bahagian.
Selain itu, Dewan Bahasa Dan Pustaka Cawangan Sarawak juga terlibat dalam
pendokumentasian bahasa-bahasa peribumi Sarawak melalui program penyelidikan.
Pada tahun 2011 sehingga April 2012, DBPCS telah menyediakan manuskrip berikut
untuk tujuan penerbitan iaitu:

Respons Kepada Soalan-Soalan Ahli-Ahli Yang Berhormat
Tuan Speaker, saya ingin memberi respons kepada isu-isu yang diutarakan oleh
Ahli-Ahli Yang Berhormat semasa membahas Usul Penghargaan Atas Ucapan
Pembukaan Tuang Yang Terutama Yang di-Pertua Negeri.
Untuk makluman Ahli Yang Berhormat bagi N.70-Ba‘Kelalan, Kementerian
Pelajaran Malaysia (KPM) sememangnya mempunyai garis panduan tentang
penubuhan persatuan agama bukan Islam di sekolah-sekolah dan penubuhannya perlu
mematuhi garis panduan yang telah ditetapkan seperti dalam Surat Pekeliling Ikhtisas
Bilangan 2/2011 yang dikeluarkan pada 18 Mac 2011.
Berhubung dengan penggunaan Bahasa Melayu, adalah dimaklumkan bahawa
perluasan penggunaannya di Sarawak tidak pernah meminggirkan fungsi bahasa-
bahasa lain seperti yang telah dimaktub dalam Akta 161, Bahagian XXIIA (22A)
Perlembagaan Persekutuan. Penggunaan Bahasa Melayu di Sarawak adalah bersifat
untuk mendukung fungsi Bahasa Kebangsaan dan Bahasa Rasmi yang termaktub
dalam Perlembagan Persekutuan Perkara 152 dan Akta 32 iaitu Akta Bahasa
Kebangsaan. Perluasan dalam fungsi bahasa Melayu sebagai bahasa kebangsaan
haruslah dizahirkan juga di Sarawak untuk mendukung semangat keluhuran
Perlembagaan serta sebagai medium perpaduan di Negeri ini agar urusan rasmi dan
dasar-dasar Kerajaan mudah difahami oleh masyarakat yang berbilang etnik.
Berhubung dengan pendidikan pula, saya ingin mengingatkan bahawa
pendidikan adalah di bawah bidang kuasa Kerajaan Persekutuan. Sebagai salah satu
wilayah dalam persekutuan Malaysia, Sarawak wajar melaksanakan apa saja ketetapan
yang telah dibuat di peringkat pusat. Meskipun demikian, however, Jabatan Pelajaran
Negeri Sarawak seperti juga Jabatan Pelajaran di Negeri lain, diberi ruang untuk
melaksanakan program pendidikan ini mengikut kesesuaian dan keperluan setempat.

Jabatan Pelajaran Negeri Sarawak sentiasa berusaha memastikan anak-anak Sarawak
mendapat manfaat daripada peluang-peluang pendidikan yang disediakan.
Untuk makluman Ahli Yang Berhormat bagi N.37-Dudong, sehingga kini KEMAS
mempunyai sebanyak 46 buah TASKA dengan 122 orang guru dan 725 orang kanakkanak
di seluruh Negeri Sarawak. Setakat ini, pembukaan TASKA masih diteruskan
walaupun agak perlahan disebabkan usaha Kerajaan khususnya KEMAS sepanjang
tahun 2010 hingga tahun 2012 menumpukan kepada pembukaan Taman Bimbingan
Kanak-Kanak (TABIKA) bawah Bidang Keberhasilan Utama Negara (NKRA).
Walau bagaimanapun, satu keputusan dasar telah dibuat oleh Kementerian
Kemajuan Luar Bandar dan Wilayah (KKLW) bahawa Kementerian
Sarawak
TASKA dan
akan membuat
peluasan untuk mewujudkan TASKA dengan menggunapakai spesifikasi dan kurikulum
TASKA Permata Negara. Pihak kerajaan melalui KEMAS Negeri akan
mengenalpasti kawasan-kawasan yang memerlukan pembukaan akan
memohon tanah bagi keperluan tersebut. Seterusnya pihak Kerajaan melalui KEMAS
akan memohon peruntukan daripada Kerajaan Pusat dalam
setakat pihak
di Kawasan
Rolling Plan yang akan
datang bagi tujuan mewujudkan TASKA di seluruh Negara termasuk di Negeri Sarawak.
Sebagai makluman Dewan yang mulia, ini Kerajaan melalui
KEMAS belum lagi memulakan operasi TASKA N.37-Dudong. Walau
bagaimanapun, pihak Kerajaan melalui KEMAS akan melihat keperluan untuk membina
TASKA di seluruh Negeri Sarawak termasuk kawasan N.37-Dudong.
Berkaitan dengan bantuan untuk ibu tunggal, antara program pengupayaan dan
pemerkasaan yang dilaksanakan oleh Biro Wanita adalah latihan kemahiran seperti
Program Pengupayaan dan Pemerkasaan Ekonomi Wanita (PPEW), Inkubator
Kemahiran Ibu Tunggal (I-KIT), Jejari Bestari dan Kraf Kreatif. Ibu tunggal yang miskin
dan mempunyai tanggungan pula layak memohon bantuan di bawah skim bantuan
kanak-kanak JKMNS pada kadar RM100-RM450 sebulan atau bantuan am mengikut
mana yang bersesuaian. Selain itu, ibu tunggal juga boleh dibantu melalui geran
perlancaran pada kadar maksimum RM5000 bagi menjalankan perniagaan.
Untuk maklumat Ahli Yang Berhormat bagi Repok, setakat ini Kementerian
Pelajaran Malaysia belum ada perancangan untuk menubuhkan Sekolah Vokasional di
Sarikei memandangkan dua buah Sekolah Teknik, empat Sekolah Vokasional dan
sebuah Kolej Vokasional di Sarawak masih mampu menampung keperluan. Selain
daripada itu dengan terlaksananya Program Transformasi Pendidikan Negara, beberapa
matapelajaran vokasional juga turut ditawarkan di sekolah-sekolah biasa yang terpilih
bagi meningkatkan akses kepada pendidikan vokasional.
Untuk makluman Ahli Yang Berhormat bagi Lingga, SMK Lingga telah diluluskan
untuk dibina dalam Rancangan Malaysia Kesepuluh, Second Rolling Plan. Perolehan
tapak telah dibuat dalam tahun 2009, dan setakat ini projek tersebut adalah pada
peringkat penilaian perunding.
Untuk makluman Ahli Yang Berhormat bagi N.23-Lingga dan Ahli Yang
Berhormat bagi Semop, dari aspek pewujudan dan naiktaraf premis untuk pengusaha
kotej, permohonan boleh dimajukan kepada agensi-agensi seperti Jabatan Pertanian
atau LKIM.
Untuk makluman Ahli Yang Berhormat bagi N.68-Bukit Kota, SK Gadong dan
SMK Limbang telah dimasukkan dalam cadangan Rancangan Malaysia Ke-10 dan
menunggu kelulusan daripada pihak EPU.

penerima Komputer 1Malaysia telah melalui beberapa proses seperti melalui senarai e-
kasih dan senarai daripada pihak sekolah sendiri bagi memastikan kelayakan penerima.
SKMM juga akan meneliti senarai tersebut melalui pengkalan data yang diwujudkan bagi
memastikan tiada pertindihan nama dan hanya satu komputer bagi setiap isi rumah
melalui nombor kad pengenalan penjaga/ayah dan alamat rumah.

Dakwaan yang menyatakan satu rumah menerima beberapa buah komputer

borang “Penerimaan Komputer 1Malaysia”.
Berhubung dengan kerosakan komputer, SKMM tidak pernah melantik mana-
mana agensi kerajaan untuk membaik pulih komputer. Namun, komputer yang
dibekalkan mempunyai jaminan selama setahun. Penerima boleh berhubung terus
dengan pembekal Komputer 1Malaysia melalui nombor atau laman sesawang yang
tertera di belakang komputer tersebut.
Sekiranya pengguna tidak boleh berhubung atau tidak berpuas hati dengan
layanan yang diberi oleh pembekal komputer yang berkenaan, maka penerima boleh
membuat aduan kepada SKMM melalui Aduan SKMM di www.skmm.gov.my atau

telah diberi bantuan makanan oleh JKMNS, dan 74 Ketua Isi Rumah dari Kampung
Sinar Budi Baru telah menerima wang ehsan daripada Majlis Keselamatan Negara.

projek pembinaan SMK Sabal, pada masa ini Jabatan Sarawak
sedang menunggu keputusan daripada pihak Unit Ekonomi, Jabatan
Perdana Menteri (EPU).
Mengenai pembinaaan projek SK Telagus Jerok yang lewat jadual, pihak
Kementerian Pelajaran telah memberi surat amaran kepada kontraktor berkenaan.
Setakat ini kemajuan kerja pembinaan projek telah mencapai 80%.
Untuk makluman Ahli Yang Berhormat bagi N.10-Pending, berkaitan dengan isu
SK St. Andrew, Kementerian Pelajaran telah menyalurkan bantuan sebanyak RM50,000
kepada Lembaga Pengurus Sekolah pada bulan September 2011. Selain itu, sekolah ini
dijangka akan mendapat peruntukan tambahan daripada peruntukan sebanyak RM100
juta yang telah diumumkan oleh Yang Amat Berhormat Perdana Menteri dalam bajet
2012 untuk Sekolah Mubaligh seluruh Malaysia.
Tuan Speaker, sebagai penutup saya ingin menekankan di sini bahawa Kerajaan
Barisan Nasional tidak pernah dan tidak akan menggunakan perkhidmatan dan bantuan
kebajikan sebagai alat atau modal politik. Pemberian, perkhidmatan dan agihan bantuan
adalah berdasarkan keperluan dan keinginan untuk mensejahterakan rakyat dan
meningkatkan kualiti hidup mereka tanpa mengambilkira fahaman politik, kepercayaan
agama atau suku bangsa.

sistem penyampaian perkhidmatannya untuk memenuhi
pelanggan yang semakin mencabar.
Kerajaan Negeri sangat berbangga dengan pencapaian
Survei di mana Land and Survey Information System (LASIS) telah berjaya memenangi
anugerah Geospatial World Excellence Award 2012
Administration in Amsterdam, The Netherlands pada 24 April 2012. LASIS telah berjaya
mengatasi 148 penyertaan daripada seluruh dunia.
LASIS adalah sistem maklumat tanah yang mengintegrasikan empat komponen
asas dalam Pentadbiran Tanah iaitu Pegangan Tanah (Land Tenure), Nilai Tanah,
Kegunaan Tanah dan Pembangunan Tanah. LASIS adalah cetusan ilham Yang Amat
Berhormat Ketua Menteri pada tahun 1984. Anugerah ini adalah bukti kepada visi dan
supaya kita dapat sama-sama

motivation for the State Civil Service to work harder to enhance our service delivery in
line with our mission to become a world class civil service.
In addition to the above and through the One Day Registration of land dealings,
LASIS was used as a benchmark for other states in Malaysia to emulate in property
registration. This success has brought more visits by both national and international
delegates who are keen to share our experience. Recently, the Land and Survey

Department hosted delegates from Government agencies of Papua New Guinea and
Brunei Darussalam.
Pembayaran Balik Lebihan Premium
Tuan Speaker, untuk makluman Dewan yang mulia ini, sepertimana yang telah
dimaklumkan pada persidangan yang lalu, pembayaran balik lebihan premium untuk
pembaharuan tempoh surat hak milik tanah telahpun ditunaikan oleh Kerajaan.
Sehingga hari ini, secara keseluruhannya ia melibatkan sebanyak 3,303 kes
berjumlah RM 26.1 juta yang kesemuanya telah diselesaikan. Pembayaran dibuat
melalui cek atau bayaran terus ke akaun bank pemilik-pemilik tanah yang terlibat. Pada
waktu ini, baki sebanyak 271 cek masih menunggu pemilik tanah untuk datang ke
Pejabat Tanah dan Survei Bahagian masing-masing untuk mengambil cek bayaran balik
tersebut. Ini melibatkan pemilik-pemilik tanah yang tidak membekalkan maklumat akaun
bank mereka.
Tuan Speaker untuk makluman Ahli Yang Berhormat bagi Pelagus, Pujut dan
Pelawan, terdapat beberapa faktor yang menyebabkan kelewatan pengeluaran surat
hak milik tanah bagi projek perumahan. Antara faktor-faktor tersebut adalah kegagalan
pihak pemaju memenuhi syarat-syarat yang telah ditetapkan oleh Jabatan Tanah dan
Survei seperti:
(i) Tidak menyiapkan kerja kejuruteraan dengan sempurna yang
menyebabkan Certificate of Completion of Engineering Works tidak dapat
dikeluarkan oleh Pihak Berkuasa Tempatan;
(ii) Tidak mengembalikan semula Memorandum of Surrender and Alienation
(MOSA) kepada Jabatan Tanah dan Survei bagi mengeluarkan surat hak
milik lot pecahan individu; dan
(iii) Tidak menjelaskan bayaran premium tanah (enhanced premium) jika
ada.
Untuk makluman Ahli Yang Berhormat bagi Pelawan juga, surat hak milik tanah
untuk projek kediaman di Lorong RTM 13/B1, Lorong Teku 17, Lorong Teku 53, Lorong
Ulu Sungai Merah 51, Lorong RTM 13B1/D1/D3 dan Jalan Oya Lane 13 belum dapat
dikeluarkan kerana pihak pemaju belum menyempurnakan kerja kejuruteraan seperti
yang disyaratkan.
Untuk makluman Ahli Yang Berhormat bagi Jemoreng, program pengukuran
Kampung Tradisional merupakan salah satu program kerajaan bagi mengeluarkan surat
hak milik tanah di bawah Seksyen 18, Kanun Tanah Negeri. Program ini sentiasa
mendapat sambutan dan kerjasama yang baik daripada penduduk-penduduk kampung
di seluruh Negeri Sarawak kerana ianya menjaminkan hak milik ke atas tanah-tanah
yang mereka duduki.
Sehingga kini, Jabatan Tanah dan Survei, Bahagian Mukah telah menerima
sembilan permohonan dari Kawasan Jemoreng yang mana dua daripadanya telahpun
siap diukur dan dikeluarkan dengan surat hak milik tanah iaitu Kampung Son dan
Kampung Jemoreng. Manakala, tujuh permohonan masih dalam proses semakan
Jabatan Tanah dan Survei. Kampung-kampung tersebut adalah Kampung Sekerang,
Kampung Pulau, Kampung Baru Ismail, Kampung Baru Dagang, Kampung Tengah,
Kampung Kebuaw dan Kampung Sah yang semuanya terletak di kawasan Igan. Ini
betul-betul sah.

Program pengukuran kampung tradisional merupakan usaha Kerajaan yang
berterusan dalam mengiktiraf kewujudan kampung tradisional di Sarawak.
Tuan Speaker untuk makluman Ahli Yang Berhormat bagi Kidurong,
permohonan bagi penggantian surat hak milik bagi Lot 173 Blok 27 Kemena Land
District telah diterima oleh Jabatan Tanah dan Survei Bintulu pada 3 Februari 2012.
Pada 26 April 2012 ianya telah dikemukakan ke Percetakan Nasional Berhad untuk
pewartaan. Selepas pewartaan, sesiapa yang berkepentingan boleh mengemukakan
bantahan dalam tempoh 30 hari sebelum penggantian surat hak milik tanah dapat
dibuat. Proses ini adalah keperluan statutori bagi melindungi kepentingan pihak-pihak
yang terlibat.
Untuk makluman Ahli Yang Berhormat bagi Kidurong juga, berdasarkan rekod
bin Dris Jabatan Tanah dan Survei, kawasan yang dituntut oleh Soperiyadi tidak
tertakluk kepada tuntutan Hak Adat Bumiputera yang sahih. Perkara tersebut telahpun
dimaklumkan kepada anaknya Encik Sopiyan bin Soperiyadi melalui surat bertarikh 30
Julai 2010 bagi menjawab surat yang dikemukakan oleh Encik Sopiyan bin Soperiyadi
bertarikh 5 April 2010.
Kawasan yang dituntut adalah tanah berhakmilik dan ini bermakna si pengadu
Encik Soperiyadi bin Dris menceroboh dalam tanah persendirian.
Tuan Speaker isu yang berkaitan dengan tanah Balai Ringin-Melikin yang telah
dibangkitkan oleh Ahli Yang Berhormat bagi Kota Sentosa, ingin saya nyatakan di sini
bahawa tanah yang dimaksudkan tidak tertakluk kepada Hak Adat Bumiputera yang
sahih. Tanah berkenaan pada asalnya terletak di dalam Kawasan Balai Ringin Protected
Forest yang diwartakan melalui Gazette Notification No. 1416 bertarikh 18 November
1935 dan juga Sabal Forest Reserve yang diwartakan melalui Gazette Notification No.
331 bertarikh 28 November 1927. Oleh itu, pemberimilikan tanah di kawasan tersebut
tidak bercanggah dengan undang-undang dan tidak timbul isu mengenai penamatan
Hak Adat Bumiputera seperti yang digembar-gemburkan. Dalam waktu yang sama,
semua proses permohonan tanah termasuk pemberian pajakan sementara atau
Provisional Lease (PL) adalah mengikut prosidur yang jelas serta selaras dengan
peruntukan Kanun Tanah Negeri.
Ahli Yang Berhormat bagi Kota Sentosa juga telah mendakwa kumpulan yang
membuat bantahan ini bersurai selepas Jabatan Tanah dan Survei memberi jaminan
akan membuat siasatan lapangan.
Ini adalah satu pembohongan serta kenyataan yang memutarbelitkan fakta.
Jabatan Tanah dan Survei telah pun membuat siasatan lebih awal dan keputusan
mengenainya turut dimaklumkan kepada pihak yang membuat protes ini. Putarbelit ini
bagi saya, adalah satu usaha terdesak untuk menutup peranan mereka mendalangi
protes dan menghasut penduduk yang terlibat. Didapati yang mendalangi dan menyertai
protes kebanyakkannya daripada luar kawasan berkenaan. Ini merupakan satu budaya
asing yang tidak sihat.
Untuk makluman Ahli Yang Berhormat bagi Lingga, setakat ini Jabatan Tanah
dan Survei telah menerima permohonan daripada Jabatan Agama Islam Sarawak untuk
tapak perkuburan berpusat seluas kira-kira 20 ekar di antara Kampung Maludam dan
Kampung Semarang. Tapak ini dicadang untuk kegunaan bersama oleh Kampung
Maludam, Sepinang dan Semarang. Ini bertujuan bagi memantapkan pengurusan,
pengoperasian dan penyelenggaraan hal ehwal perkuburan orang Islam di kawasan
tersebut.

Bagi tapak perkuburan bukan Islam di Maludam pula, perkara ini masih lagi di
peringkat perbincangan namun pihak Jabatan Tanah dan Survei belum menerima
sebarang permohonan rasmi.

telahpun di excise …(Inaudible) Apabila telah diluluskan untuk pemberimilikan ianya
telah pun di exercise daripada Forest Reserved. Kedua, memang betul, ya, PL telah
dikeluarkan lebih awal tetapi setelah adanya permasalahan yang timbul, Jabatan Tanah
dan Survei telahpun mengadakan dialog dengan mereka yang terlibat.
Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Bukit Kota, Kerajaan
telah meluluskan peruntukan sebanyak RM2.5 juta untuk pelaksanaan Skim
Pembesaran Kampung Bukit Kota/Limpaong/Buangsiol. Pelaksanaan projek ini akan
ditender pada bulan Ogos 2012 dan pembinaannya dijangka mengambil masa 12 bulan.
Skim ini akan menyediakan 44 lot kediaman bagi menampung keperluan penduduk
setempat.
Kerajaan juga pada 17 November 2003 telah meluluskan satu tapak bagi skim
pembesaran kampung di kawasan Pandaruan yang menyediakan sejumlah 840 lot
kediaman. Projek ini dikendalikan oleh pihak Perbadanan Pembangunan Perumahan
Sarawak (HDC).
Untuk makluman Ahli Yang Berhormat bagi Lingga, Lingga Central Area Local
Plan‘ telah diluluskan oleh State Planning Committee pada 6 September 1999 dan
pindaan pelan susunatur telah diluluskan pada tahun 2000 yang melibatkan cadangan-
cadangan pembangunan untuk rumah kedai, terminal bas, gerai-gerai perniagaan dan
pasar tamu. Pihak PELITA akan diarah merangka semula Pelan Pembangunan dengan
mengambilkira keperluan semasa serta menerajui pelaksanaan pembangunan bagi
kawasan Lingga dan Maludam. Pembangunan ini nanti akan dilaksanakan dengan
penglibatan bersama pihak swasta.
Untuk makluman Ahli Yang Berhormat bagi Lingga, setakat ini Jabatan Tanah
dan Survei belum ada menerima permohonan untuk tapak baru bagi SK Maludam.
Untuk makluman Ahli Yang Berhormat bagi Lingga juga, tapak SMK Lingga telah
diluluskan oleh Kerajaan pada tahun 2006. Proses pengambilan balik tanah telah
selesai pada tahun 2008. Tapak tersebut terletak lebih kurang lima kilometer dari
bandar Sri Aman dan 30 kilometer dari Pekan Lingga. Pemilihan tapak tersebut adalah
berdasarkan permohonan daripada Jabatan Pelajaran bagi mengatasi kesesakan
pelajar harian dan asrama di SMK Sri Aman, SMK St. Luke, SMK Melugu dan SMK
Simanggang.
Untuk makluman Ahli Berhormat bagi Demak Laut, setakat ini Jabatan Tanah
dan Survei tiada menerima sebarang permohonan rasmi untuk tujuan Skim Pembesaran

Kampung bagi Kampung Tabuan Melayu. Walau bagaimanapun, Kerajaan sedang
menjalankan kajian awal bagi pembangunan semula kawasan tersebut dan kawasan
sekitarnya. Kajian ini akan merangkumi perancangan pembangunan menyeluruh
termasuk penyusunan semula penempatan sepanjang tebingan sungai, kemudahan
awam serta infrastrukur untuk meningkatkan taraf sosio-ekonomi penduduk setempat.
Bagi perkara yang melibatkan Kampung Senari, permohonan untuk mengukur
kampung tersebut telahpun diterima dan kini dalam semakan Jabatan Tanah dan
Survei. Bagi kawasan Kampung Muhibbah, Pending, Kampung Tanjung Bako dan
Kampung Pinggan Jaya pula, ketiga-tiganya merupakan skim pembesaran kampung
dan telah diukur kepada lot individu. Pemilik lot tersebut bolehlah memohon untuk
dikeluarkan dengan surat hak milik tanah setelah rumah siap dibina.
Untuk makluman Ahli Yang Berhormat bagi Demak Laut
secara berkumpulan untuk kawasan seberang Sejingkat bagi tujuan pertanian bolehlah
juga, permohonan
dikemukakan kepada Jabatan Tanah dan Survei. Permohonan akan dipertimbangkan
berasaskan merit.
Untuk makluman Ahli Yang Berhormat bagi Saribas, sebanyak 20 lot daripada
Pemilik-pemilik
100 lot kediaman di Skim Pembesaran Kampung Debak Laut telah dilulus untuk
diagihkan kepada penduduk yang layak. lot berkenaan bolehlah
memohon untuk projek rumah mesra.
Untuk makluman Ahli Yang Berhormat bagi Kota Sentosa, keseluruhan kawasan
Isthmus dikenali sebagai Lot 1313 Block 7 Muara Tebas Land District. Lot ini telah
dikeluarkan dengan surat hak milik tanah pada 26 Februari 1997. Pemberimilikan tanah
berkenaan merupakan sebahagian daripada .payment in kind. untuk projek
pembangunan Sungai Sarawak Regulation Scheme Fasa II. Projek ini dilaksanakan
bagi manfaat dan kesejahteraan penduduk Bandaraya Kuching dan sekitarnya.
Projek Sungai Sarawak Regulation Scheme Fasa II melalui pembinaan
causeway telah meningkatkan aksesibiliti ke kawasan Semenanjung Bako dan Isthmus
serta kawasan-kawasan perindustrian utama dan pelabuhan dan kawasan Pending.
Kawasan Isthmus dahulunya hanyalah kawasan tanah paya yang tidak mudah
dihubungi.
Oleh yang demikian, Isthmus memiliki lokasi yang strategik, yang
menghubungkan pusat Bandaraya Kuching dengan taman-taman perindustrian,
pelabuhan dan lapangan terbang antarabangsa. Ini adalah kemudahan yang penting
dalam mempercepatkan proses pembangunan sesuatu kawasan. Kawasan ini adalah
kawasan .greenfield. yang luas dan sesuai untuk dibangunkan bagi menampung
keperluan pembesaran Bandaraya Kuching. Mengambil kira faktor-faktor yang
disebutkan tadi, Isthmus menjadi pilihan utama sebagai kawasan untuk dibangunkan
dengan prasarana serta kemudahan bertaraf antarabangsa.

government alienated the land to CMS Group of Company instead of the Government
develope or sell it by way of open tender in the public market, in the open market? Why
is the process of open tender not adopted in the alienation of sell of land in Isthmus to
CMS Group of Company? That‘s my question.

masalah banjir dapat diatasi dan kita telah menerima proposal daripada Syarikat yang
telahpun membelanjakan wang yang begitu banyak dengan pembinaan Sungai Sarawak
Regulation Scheme ini dan bukan dibayar melalui cash, in kind.
Sepatutnya kita harus berterima kasih adanya Syarikat begini yang sama-sama terlibat
untuk menyumbang kepada pembangunan Negeri Sarawak yang kita cintai ini.

sempadan antara kaum yang terlibat. Terdapat dua kaedah untuk mengukur tanah NCR
iaitu :

yang diambilkira dalam menentukan jumlah pampasan ada dinyatakan dengan jelas di
bawah Kanun Tanah Negeri. Jumlah pampasan tanah yang dibayar adalah ditentukan
dengan menggunakan Kaedah Penilaian Secara Perbandingan di
yang mempengaruhi nilai seperti lokaliti, aksesibiliti, saiz dan sebagainya akan diambil
kira dan diselaraskan dalam menentukan nilai pampasan tanah tersebut.
Berhubung dengan kadar pampasan untuk

pemilik Tanah Hak Adat Bumiputera enggan tanah mereka diukur di bawah Seksyen 6
Kanun Tanah Negeri adalah tidak benar. Berdasarkan rekod di Jabatan Tanah dan
Survei, sebanyak 447 permohonan diterima setakat ini di seluruh Negeri Sarawak untuk
tujuan pengukuran di bawah Seksyen 6 Kanun Tanah Negeri. Rekod Jabatan Tanah
(a)
Pengukuran Keliling Sempadan tanah yang dituntut oleh komuniti di
sesuatu kawasan untuk diisytiharkan sebagai Rizab Gunasama
Bumiputera di bawah Seksyen 6 Kanun Tanah Negeri; dan
(b)
Mengukur lot-lot individu untuk tujuan pengeluaran surat hak milik di
bawah Seksyen 18 Kanun Tanah Negeri.

Kedua-dua kaedah ini telah dan sedang giat digunakan dalam usaha berterusan
Kerajaan untuk mengukur tanah NCR untuk didaftar dan seterusnya dibangunkan demi
faedah penduduk Bumiputera Negeri Sarawak. Kerajaan telah mengukur lot-lot individu
dan pengeluaran surat hak milik di bawah Seksyen 18 Kanun Tanah Negeri untuk
maksud pertanian dan juga lot-lot untuk kediaman. Hasilnya banyak lot individu untuk
maksud pertanian dan juga kediaman telah siap diukur dan didaftarkan.
Dokumen-dokumen seperti warta dan surat hak milik tanah adalah bukti sah bagi
menjamin hak adat bumiputera terpelihara sesuai dengan peruntukan dalam Kanun
Tanah Negeri. Pengukuran keliling melalui pendekatan Seksyen 6 Kanun Tanah Negeri
merupakan pendekatan yang lebih cepat ataupun =fast-track survey’ bagi penentuan
sempadan tuntutan hak adat bumiputera.
Manakala pendekatan pengukuran Seksyen 18 Kanun Tanah Negeri mengambil
masa yang lama untuk diselesaikan lebih-lebih lagi sekiranya terdapat pertikaian atau
pertindihan tuntutan dan faktor-faktor lain yang mungkin melambatkan kerja pengukuran
tersebut. Namun demikian, pengukuran secara individu ini akan tetap diteruskan dalam
fasa seterusnya iaitu setelah pewartaan menurut Seksyen 6 Kanun Tanah Negeri
diselesaikan.
Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Meluan, Kerajaan
telah pun melaksanakan pengukuran perimeter NCR Inisiatif Baru di kawasan Ahli Yang
Berhormat. Sehingga kini, sebanyak tiga kawasan telahpun diukur iaitu Kawasan Jalan
Pakan/Sesco dan Jalan Pakan/Entabai, Kawasan Entabai/Entaih, Pakan dan Kawasan
Sungai Julau, Pakan yang secara keseluruhannya berkeluasan lebih kurang 12,708
hektar. Satu daripada kawasan tersebut telahpun siap diwartakan iaitu Kawasan Jalan
Pakan/Sesco dan Jalan Pakan/Entabai dengan keluasan lebih kurang 3,977 hektar.
Untuk makluman Ahli Yang Berhormat bagi Meluan lagi, Jabatan Tanah dan
Survei kini sedang memproses tiga lagi kawasan untuk pertimbangan selanjutnya iaitu
Tekoyong L.D, Jikang L.D, dan Melurun L.D.
Dialog di lapangan telah diadakan pada 10 Mei 2012 dan kini Jabatan Tanah dan
Survei Bahagian Sarikei masih menunggu maklumbalas daripada lebih kurang 100 buah
rumah panjang di kawasan terbabit.
Untuk makluman Ahli Yang Berhormat bagi Pending, lot milik Puan Mordiah
bukanlah hilang sepertimana yang didakwa. Tanah tersebut telah dipecah bahagi
kepada 2 lot baharu iaitu Lot 333 dan Lot 334 Block 6 Samarahan Land District semasa
proses pengambilan balik tanah untuk pembinaan bund and drainage scheme IADP
Samarahan Block III.
Semasa proses pengambilanbalik tanah, beliau tidak dapat dihubungi kerana
beliau tidak menduduki tanah tersebut dan tidak memaklumkan kepada jabatan tentang
pertukaran alamat beliau.
Walau bagaimanapun, sebaik sahaja kita dimaklumkan oleh beliau tentang
masalahnya, dan dengan kecekapan sistem LASIS, pihak Jabatan Tanah dan Survei
dapat mengambil tindakan untuk menyelesaikan masalah ini. Jabatan Tanah dan Survei
telah mengemukakan notis di bawah Seksyen 48 Kanun Tanah Negeri untuk
memudahkan pembayaran pampasan kepada beliau. Inilah penyelesaian kepada
masalah yang dihadapi oleh Puan Mordiah.
Tindakan Ahli Yang Berhormat bagi Pending dengan menggelar pegawai
kerajaan sebagai =little napoleon’ adalah bukti jelas menunjukkan kecenderungan pihak

pembangkang untuk memanipulasi fakta dengan mengambil kesempatan dan
=memperkudakan‘ permasalahan orang kampung sebagai modal menagih simpati.
Lebih-lebih lagi pegawai tersebut tidak berpeluang membela dirinya di dalam Dewan
yang mulia ini.
Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Lambir, satu tapak
untuk berniaga telah diluluskan di persimpangan Jalan Persisiran Pantai dan Jalan
Kampung Beraya pada 8 Oktober 2010 dan proses pengambilan balik tanah telah
diselesaikan pada tahun 2011. Kerajaan akan melaksanakan projek ini melalui
Perbadanan Pembangunan Ekonomi Sarawak (SEDC). Oleh yang demikian, Ahli Yang
Berhormat bagi Lambir dinasihatkan untuk berhubung terus dengan pihak SEDC.
Untuk makluman Ahli Yang Berhormat bagi Pending, pemberimilikan tanah-tanah
yang dimaksudkan iaitu Lot 4179 dan Lot 4180 Blok 16 Kuching Central Land District
merupakan sebahagian daripada .payment in kind. untuk projek penggantian jambatan
di negeri Sarawak dengan nilai keseluruhan premium menyamai RM2.4 juta untuk tujuan
pembangunan komersil. Memandangkan pemberimilikan tanah ini adalah berdasarkan
“payment in kind”, sudah tentu premium tersebut tidak dikutip. Penilaian premium ini
adalah berdasarkan kepada nilai pasaran semasa pada tarikh kontrak dimeterai.
Syarikat Flamingo Future Sendirian Berhad adalah syarikat nominee kepada
Titanium Management Sendirian Berhad yang merupakan pelaksana kepada projek
penggantian jambatan-jambatan di Negeri Sarawak.
Tuan Speaker, untuk makluman Ahli Yang Berhormat bagi Padungan, Delta Padi
Sendirian Berhad pada asalnya merupakan syarikat usahasama di antara PELITA
Holdings Sendirian Berhad, Hii Yu Peng Enterprise Sendirian Berhad dan Dato Mohd.
Arip bin Mahmud. Setelah Dato Mohd. Arip bin Mahmud meninggal dunia pada tahun
2005, syer beliau dipindahkan kepada waris-warisnya melalui Mesti Bersatu Sendirian
Berhad.
Mesti Bersatu Sendirian Berhad memiliki 450,000 syer dari jumlah keseluruhan
3,000,000 (3 juta) syer ataupun 15% dalam Delta Padi Sendirian Berhad. Pegangan
syer Yang Amat Berhormat Pehin Sri Ketua Menteri sebanyak 17.4% dalam Mesti
Bersatu Sendirian Berhad, yang bersamaan 2.6% syer dalam Delta Padi Sendirian
Berhad. Syer ini diwarisi apabila adik beliau, Dato Mohd. Arip bin Mahmud meninggal
dunia pada tahun 2005. Syer Allahyarham Dato Mohd. Arip bin Mahmud pada mulanya
diwarisi kepada ibunya yang juga telah meninggal dunia. Disebabkan ini, maka Yang
Amat Berhormat Pehin Sri Ketua Menteri telah dilantik sebagai pentadbir harta ke atas
syer arwah ibu beliau yang telah diputuskan melalui urusan probet dan mengikut hukum
Faraid.
Oleh yang demikian, nama Yang Amat Berhormat Pehin Sri Ketua Menteri hanya
timbul dalam syarikat Mesti Bersatu Sendirian Berhad ekoran daripada urusan probet
dan hukum Faraid berikutan dengan pemergian adik dan ibu beliau. Oleh yang demikian
tanah tersebut tidak diberi milik kepada Yang Amat Berhormat tetapi melalui hukum
Faraid. Maka dakwaan yang mengatakan pemberimilikan tanah kepada syarikat yang
dimiliki oleh Yang Amat Berhormat Pehin Sri Ketua Menteri adalah tidak benar dan
mengelirukan dan ini semata-mata bertujuan politik, politik jahat.

planning and design. The Government has since 1974 commissioned six internationally
renowned planning consultants to assist in the planning of Kuching City and its
transportation system. The recommendations have been gradually implemented in
stages.
Some of the planning policies that have been recommended to guide the
development of Kuching are:
(i)
Decentralization policy to create and develop satellite centres around
Kuching for example, Tabuan Jaya, MJC, Kota Sentosa and Bandar Baru
Semariang;

(ii)
Regulate the development of high-rise buildings in central area of
Kuching;
(iii)
Continuous efforts to improve and upgrade roads and traffic junctions;
and
(iv)
Provisions of outer and inner ring roads.
Tuan Speaker, the city is now undergoing tremendous development and as a
result, we are now starting to experience traffic congestion. The Sarawak Government is
conscious of this and has taken the initiative to hold the Focus Delivery Lab in 2011
which is the basis to source for funds from the Federal Government. The lab identified
critical areas in Kuching that are experiencing congestion and recommended the most
appropriate and effective mode of public transport for Kuching.
Currently the city is undergoing major improvement of its urban infrastructure and
development such as construction of flyover, sewerage works and road upgrading works
which temporarily contribute to the congestion we are now experiencing in Kuching.
We will bid for funds under the 10th Malaysia Plan to improve and upgrade the
necessary infrastructure and facilities for the bus transportation system as the main
focus.
Let me remind Ahli Yang Berhormat for Padungan that traffic congestion is a
universal phenomenon and occur even in cities with well developed public transport
system. In fact, very few cities in the world can escape urban traffic congestion.

State Government and if the proposal is viable I think the bus service in Kuching City
can be improved tremendously. Is there any approval or any steps having been taken

mengemukakan permohonan ialah pada 17 Mei 2012, yang sebelum itu telah pun diajar

17 Mei 2012 mereka telah pun diajar dan ditunjuk syarat-syarat. Namun begitu borang
itu pun tak lengkap, di mana tempat untuk depo. Saya diberitahu 200 bus akan diimport
dan ini memerlukan tempat depo yang tertentu. Kalau tidak ianya bukan memperbaiki
sistem trafik kita, sebaliknya mungkin akan menambah Ini pun kesesakan. tidak
diterangkan dan yang kecil saja, wang pos bagi bayaran pos itu juga tidak dikemukakan.
Cuma RM10 sahaja. RM10 sahaja. Kita tidak menghalang, kita menggalakan
pengusaha-pengusaha begini dan disebabkan itu pihak LPKP telahpun dengan susah
payah mahu berjumpa mereka bukan sahaja meminta mereka ini datang ke pejabat
berjumpa di kawasan, di tempat-tempat lain sehingga dia kata nak jumpa di Tapah pun,
pegawai ini datang ke sana. Tapi yang penting ialah sesuatu yang penting hendaklah

Pengurusan Hutan Lestari Sarawak

Ali Hasan): Tuan Speaker dalam menuju ke arah pembangunan negeri maju, kita juga
memberi penekanan kepada agenda pemeliharaan dan perlindungan alam sekitar, flora
dan fauna di samping mengekalkan kawasan hutan yang secukupnya untuk generasi

Pada 16 Mei 2012, semasa majlis pelancaran buku .The Lanjak Entimau Story:
Changing Landscape in Biodiversity Conservation. dan .Birds of Bario and The Kelabit
Highlands. terbitan Jabatan Hutan Sarawak dengan kerjasama International Tropical
Timber Organization (ITTO) di Dewan Santapan, DUN ini, Pengarah Eksekutif ITTO, Mr.
Emmanuel Ze Meka dalam ucapan beliau menyanjung tinggi usaha Kerajaan Negeri
yang mempunyai satu sistem pengurusan hutan yang baik termasuk inisiatif ke arah
mewujudkan kelestarian hutan hujan tropikanya.
Beliau menyatakan bahawa ITTO mempunyai rangka kerja untuk Pengurusan
Hutan Lestari dan Sarawak telah menggunapakai peraturan dan garis panduan yang
telah ditubuhkan dalam rangka kerja ITTO tersebut. Mr. Emmanuel Ze Meka telah
menyimpulkan bahawa Sarawak adalah antara negara-negara tropika yang mempunyai
pengurusan hutan lestari yang termaju di dunia. Pengiktirafan tersebut telah dapat
menangkis anggapan luar yang sentiasa mendakwa bahawa hutan hujan tropika
Sarawak tidak dipelihara dengan elok dan tidak diurus dengan bersistematik. Lebih 80%
muka bumi Sarawak masih lagi dilitupi hutan dan hidupan liar kita masih lagi terpelihara
dengan sempurna.
Sebagai sebuah negeri yang sebahagian besar kawasannya masih diliputi oleh
hutan semulajadi, Sarawak khususnya dan Malaysia amnya berbangga menjadi ahli
kepada International Tropical Timber Organization (ITTO).
Untuk makluman Dewan yang mulia ini, penyertaan kita dalam ITTO bermula
seawal tahun 1989, di mana Yang Amat Berhormat Pehin Sri Ketua Menteri sendiri telah
mempelawa ITTO menghantar pakar penyelidiknya ke Sarawak untuk menilai sendiri
keadaan hutan serta mengkaji sistem pengurusan yang diamalkan di negeri ini. Dalam
laporan misi tersebut, ITTO telah memuji Kerajaan Negeri Sarawak kerana telah
mempraktikkan sistem pengurusan hutan hujan tropika yang terbaik di kalangan negara-
negara tropika. Selaras dengan saranan ITTO, maka Kerajaan Negeri masih mampu
menghasilkan pengeluaran kayu balak secara berkekalan untuk menampung keperluan
industri dalaman dan juga eksport.
Prestasi Pengeksportan Produk Kayu
Tuan Speaker, Sarawak telah mencatat nilai eksport produk perkayuan
berjumlah RM7.09 billion dalam tahun 2011. Nilai ini merupakan penurunan sebanyak
3.5% jika dibandingkan dengan nilai eksport yang berjumlah RM7.3 billion dalam tahun
2010.
Penurunan nilai eksport ini adalah dipengaruhi oleh kekurangan permintaan ke
atas produk kayu utama seperti balak, kayu gergaji, papan lapis dan venir. Contohnya,
jumlah nilai eksport balak dalam tahun 2011 telah menurun sebanyak 6.1% kepada
RM1.84 billion berbanding dengan RM1.96 billion dalam tahun 2010. Manakala, nilai
eksport kayu gergaji telah menurun sebanyak 15.7% daripada RM822.4 juta dalam
tahun 2010 kepada RM693.4 juta pada tahun 2011.
Bagi suku pertama tahun 2012 pula, eksport produk kayu telah mencatat
pertumbuhan sebanyak 17.2% kepada RM1.91 billion jika dibandingkan dengan RM1.63
billion dalam tempoh yang sama bagi tahun 2011. Pertumbuhan ini adalah
disumbangkan oleh peningkataan permintaan ke atas balak, papan lapis dan kayu
gergaji. Jumlah nilai eksport bagi ketiga-tiga produk tersebut telah mencatatkan
peningkatan sebanyak 18.1 peratus dari RM1.44 billion dalam suku pertama 2011
kepada RM1.7 billion bagi tempoh yang sama tahun 2012.

Kerajaan menjalankan kegiatan galakan secara berterusan bagi membantu
industri perkayuan terus mengukuhkan kedudukannya di pasaran antarabangsa. Pada
tahun ini, Kerajaan, melalui PUSAKA dan kerjasama agensi-agensi lain telah berjaya
mengadakan Misi Pelaburan dan Jualan Kayu Sarawak ke Korea Selatan pada 10-15
Januari 2012 dan ke India pada 11-18 Mac 2012.

Kerajaan menggalakkan penyertaan mana-mana pihak untuk berkecimpung
dalam industri sarang burung walit ini. Oleh itu, mereka yang berminat boleh memohon
lesen penternakan dan eksport sarang burung walit sama ada secara individu ataupun
melalui syarikat, tertakluk kepada pematuhan terhadap peraturan dan syarat-syarat
yang telah ditetapkan oleh Kerajaan Negeri dan Kerajaan Persekutuan.
Untuk makluman Ahli Yang Berhormat bagi Jemoreng, pokok sekiu dalam
bahasa Melanau atau pokok ketiau paya Ganua motleyana daripada famili Sapotaceae
adalah merupakan spesis tumbuhan terlindung, protected plants di Sarawak di bawah
Wild Life Protection Ordinance, 1998.
Oleh sebab itu, adalah menjadi satu kesalahan menebang pokok sekiu atau
ketiau paya tanpa lesen daripada Controller of Wild Life, Sarawak. Jika disabit
kesalahan, pesalah boleh dihukum penjara setahun dan denda RM10,000.
Environmental Management
Tuan Speaker, I would like to highlight on some of the pertinent environmental
issues and the effort of the Government in the management and enhancement of the
environmental quality in Sarawak.
Kualiti Udara Dan Jerebu
Salah satu isu alam sekitar yang harus diberi perhatian ialah tentang kualiti
udara dan jerebu. Isu ini telah menjadi kebimbangan orang ramai kerana jerebu bukan
hanya satu bentuk pencemaran atmosfera, tetapi juga telah menjadi masalah yang
sering mengganggu kita dari beberapa aspek seperti kesihatan awam, pelancongan dan
pengangkutan.
Penyebab utama jerebu di rantau kita ialah aktiviti pembakaran terbuka yang
berlaku di persekitaran bandar dan luar bandar. Selalunya, masalah jerebu berlaku
semasa musim kering serentak dengan penanaman padi tahunan oleh petani-petani.
Negeri kita juga sering menghadapi jerebu rentas sempadan (transboundary haze)

disebabkan oleh aktiviti pembakaran terbuka dan kebakaran hutan yang berlaku di
negara jiran kita. Sejak awal Januari hingga 8 Mei 2012, terdapat 352 titik panas
(hotspot) telah dikesan di negeri kita berbanding 2504 titik panas (hotspot) di Sumatera
dan 934 titik panas (hotspot) di Kalimantan.
Secara keseluruhannya, kualiti udara di Negeri Sarawak sejak awal tahun
sehingga kini adalah baik. Walau bagaimanapun, kita hendaklah sentiasa berwaspada
kerana cuaca yang tidak menentu disebabkan kesan pemanasan global.
Tuan Speaker, negeri kita dijangka akan mengalami cuaca kering khususnya
dari bulan Mei hingga September tahun ini. Ini disebabkan dalam tempoh tersebut,
purata jumlah hujan diramalkan antara 20% hingga 40% di bawah purata normal.
Keadaan
memantau
Kedua-dua NREB dan Jabatan Alam
Untuk
makluman, purata normal bulanan adalah antara 200 milimeter hingga 300 milimeter.
Malah, bagi kawasan di Bahagian Bintulu dan Mukah cuaca diramalkan lebih kering lagi
disebabkan hujan dijangka antara 40% hingga 60% di bawah purata normal.

kawasan tanah gambut.
Bagi mengelakkan kejadian jerebu berulang, Kerajaan menerusi NREB, Jabatan
Alam Sekitar (JAS) dan Jabatan Meteorologi akan dengan teliti corak
perubahan cuaca dan kualiti udara di negeri kita.
Sekitar juga akan menggiatkan aktiviti penguatkuasaan, terutama semasa cuaca kering.
Kerajaan Negeri juga telah menubuhkan Jawatankuasa Bencana dan Bantuan Negeri di
peringkat Negeri dan Bahagian sebagai persediaan untuk menangani masalah ini.
Oleh itu, saya menyeru kepada orang ramai supaya tidak melakukan
pembakaran terbuka sewenang-wenangnya. Tugas menangani masalah jerebu ini tidak
hanya dibebankan kepada agensi Kerajaan sahaja tetapi memerlukan kerjasama semua
lapisan masyarakat.
Audit Alam Sekitar
Tuan Speaker, NREB telah mengambil inisiatif untuk mengkaji Peraturan-
Peraturan Alam Sekitar dan telah pun memperkenalkan the Natural Resources and
Environment (Audit) Rules, 2008. Tujuan audit alam sekitar ini adalah untuk menyemak
status pematuhan terhadap apa-apa arahan atau syarat kelulusan sesuatu projek yang
dikeluarkan oleh NREB.
NREB dalam masa terdekat akan menguatkuasakan Peraturan tersebut kerana
Garis Panduan Audit Alam Sekitar telah pun siap disediakan. Sehubungan ini, NREB
akan mengadakan jerayawara (roadshow) bagi memberi kesedaran di kalangan
“stakeholders” tentang keperluan-keperluan peruntukan di bawah Audit Rules ini.
Peraturan Audit Alam Sekitar ini bertujuan untuk mengukuhkan pematuhan
peraturan-peraturan dan penguatkuasaan undang-undang alam sekitar oleh pemaju
projek dan bukan untuk membebankan mereka.
Oleh itu, saya berharap semua pihak memberi kerjasama dan komitmen ke arah
pematuhan Peraturan Audit Alam Sekitar. Dalam jangka masa panjang, Peraturan ini
akan menggalakkan pemaju projek dan industri ke arah “self-regulation” yang menjurus
kepada pembangunan mapan di negeri kita.

Perkhidmatan Pembentungan
Tuan Speaker, saya berasa gembira atas sambutan baik dan sokongan kukuh
daripada orang awam ke atas pembangunan projek pembetungan di Negeri Sarawak
yang dikendalikan oleh Jabatan Perkhidmatan Pembetungan Sarawak.
Septic Sludge Treatment
I would like to report in this august House that the construction of the Miri Septic
Sludge Treatment Plant has been completed last month. Now, the Plant is undergoing
the final stage of Testing and Commissioning.
With the commissioning of the Miri Plant next month, we will have three septic
to our
sludge treatment plants in the State to serve the local authorities in Kuching, Sibu, Miri
and Kota Samarahan. The local authorities can carry out scheduled desludging of septic
tanks within their areas and this will greatly reduce the pollution rivers and
streams.

Centralized Sewerage Systems
Tuan Speaker, as our cities grow, the volume of black and grey water will
increase. We need to implement centralized sewerage systems which will collect and
treat both the black and grey water. We cannot continue to allow the grey water from our
kitchens, bath rooms and wash areas to be discharged without any form of treatment
directly into our drains.
However, these centralized sewerage systems are very capital-intensive. We are
glad that the Federal Government had approved the construction of Package 1 of
Kuching City Centralised Sewerage System costing RM530 million under the Ninth
Malaysia Plan. To date, we have achieved an overall progress of about 70%. The
Package is scheduled to complete end of this year. We are liaising with the Federal
Government for further development fund to continue with our future packages.
Within the next few months we shall commence the most challenging task of this
Package, which is the Property Connection works. We have to enter every affected
property to lay the sewer pipes in order to channel the wastewater to the public sewer. I
would like to assure all affected owners that our contractor and our officers will plan and
coordinate the sequence of the connection works to minimize any inconveniences and
disruptions. I appeal for their cooperation and understanding so that these works could
be completed smoothly.

of Kuching Central Sewage System, there are two points that I would like to seek
clarification from the Honourable Minister. Number one, the roads surrounding those

hole that the company dig is badly damaged and is there any plan or any guideline in
respect of the work that the company should maintain the roads properly while the
project is being carried out and not leave the damaged road as it is throughout the whole
length of the project. That is question number one. Any guideline and whether it has
been complied because all this while the roads surface in Kuching is so bad that many
accidents had happened. That is number one.
Number two, in respect of the properties that have been damaged since the
sinkage of land because of the digging process or the draining out of the water process,
what the company has to offer or any compensation being proposed and the mode of
claiming by the house owners against the company.

Flood Mitigation Project yang dibangkitkan oleh Ahli Yang Berhormat bagi Dudong,
adalah dimaklumkan bahawa pembinaan Jalan Lanang merupakan sebahagian
daripada projek Rancangan Tebatan Banjir Sibu Fasa 1. Sehingga 7 Mei, kemajuan
fizikal adalah 93%. Mengenai kualiti jalan yang dikatakan kurang sempurna, ini adalah
tidak tepat kerana keseluruhan kerja dalam fasa 1 ini belum lagi siap sepenuhnya.
Merujuk kepada cadangan Ahli Yang Berhormat bagi Nangka, Kampung
Bahagia Jaya dan Kampung Jeriah merupakan kawasan penempatan semula yang
terletak di tanah gambut dengan kedalaman melebihi 3.0 meter. Selepas dibina melebihi
20 tahun, kawasan ini telah termendap dan memberi kesan kepada sistem saliran.

Ali Hasan): Let me finish with this one. Jabatan Pengairan Dan Saliran (JPS)
melaksanakan kerja-kerja penyelenggaraan saliran utama (Trunk drain) dua kali
setahun manakala Majlis Perbandaran Sibu pula menyelenggarakan saliran di dalam
kawasan perumahan serta jalan raya. Selain itu Pejabat Residen dan Daerah serta
Jabatan Kerja Raya (JKR) turut terlibat dalam kerja-kerja pembaikan saliran dan jalan.
Memandangkan masalah saliran dan mendapan yang berterusan di kawasan
tanah gambut, Kerajaan akan mengkaji keberkesanan sistem saliran dengan kawalan
pam. Pada masa yang sama saliran berlebihan (over drainage) boleh mengakibatkan
pemendapan tanah (ground subsidence) yang lebih teruk.
Bagi Kampung Datu dan Kampung Hilir di Kawasan DUN Nangka, terdapat
cadangan pembangunan semula kawasan kampung. Jalan dan saliran baru akan
dimasukkan ke dalam cadangan berkenaan.

Rural Water Supply
For the information of this august House, the Government has been making
progress in the implementation of many Water Supply Projects under the National Key
Result Areas (NKRA) Programme, Special Package and SCORE initiatives. Every effort
is made to increase the coverage of treated water supply in the State especially in the
rural areas so as to promote public health as well as to improve the quality of life. For
isolated settlements located in the interior areas, alternative systems of providing clean
water such as gravity feed systems, household tanks for rain water harvesting and tube
well shave been implemented to alleviate hardship to the people until such time when it
becomes viable to replace them with treated water supply.
NKRA Programme for Rural Water Supply
For the information of this august House, Sarawak is allocated about RM1.73
billion to implement Projek Bekalan Air Luar Bandar (BALB) under the NKRA
programme. Out of 477 water supply projects, 311 projects had been completed
compared with 216 as reported at the last sitting of this august House. The remaining
166 projects are now at various stages of implementation.
As I have mentioned in the last sitting, it is expected that about 89,000
households would benefit from the various projects being carried out. By the end of this
year, the number of beneficiaries will be about 50,000 household and is expected to
reach 89,000 households by 2013.
Water Supply Projects Under Special Fund
The Government is also implementing 30 Water Supply Projects at a cost of
RM109.75 million under the Special Fund. To date, 27 projects have been completed
while 3 projects are at various stages of implementation.
Water Supplies in SCORE Area
The provision of water supply to Samalaju Industrial Park within Sarawak
Corridor of Renewable Energy (SCORE) area had been progressing well and is able to
meet the demands of the industries and the surrounding areas such as Kampung Kuala
Nyalau, Kampung Nyalau Tengah and Kampung Ulu Nyalau in Bintulu Division.
Further development of the water supply to Mukah region has also been
approved under the SCORE initiatives. This involves the expansion of the existing
treatment capacity and upgrading of the raw water intake pumping system and
associated facilities.

Specific Issues
For the information of Ahli Yang Berhormat for Batu Kawah, the pipeline project
had just been completed and handed over to KWB. The residents in those areas can
now apply for water supply connections.
For the information of Ahli Yang Berhormat for Tamin, to address the problem of
water supply at Sekuau Resettlement Scheme area, a proposal to upgrade the existing
Nanga Stapang treatment plant to 2.5 MLD had been included in the Third Rolling Plan
for the consideration of KKLW. The replacement of ageing distribution pipelines is also
included.
On the new Selangau water treatment plant, the construction works has been
progressing very satisfactorily at 88.8% completion and is expected to be completed by
August 2012.

Y.B. Cik Christina Chiew Wang See: Ya, it is one year ago already done, I know the
pipe has been done.
Menteri Perancangan Sumber dan Alam Sekitar II dan Menteri Kemudahan Awam
dan Menteri Pembangunan Perindustrian (Y.B. Datuk Amar Haji Awang Tengah bin
Ali Hasan): The project is just handed over to KKLW. So, now they can apply. As
regards rural water supply coverage in Sarawak raised by Ahli Yang Berhormat for
Pelawan, it is estimated that 80% of the rural population would be served with treated
water supply upon the completion of the NKRA projects.
For the information of Ahli Yang Berhormat for Repok, a water supply project for
the upgrading of Sarikei treatment plant to more than double its existing production
capacity had been approved for implementation by KKLW.
Regarding the supply of water tanks, the Government will consider providing
them to remote and isolated areas which are not feasible to be reached and supplied
with treated water through pipeline extensions. However, for the people who are residing
within an area already served with treated water supply, the request for the supply of
household tanks is not considered a priority.
Untuk makluman Ahli Yang Berhormat bagi Pujut, saya amat menyedari tentang
masalah bekalan air yang dihadapi oleh penduduk-penduduk di Lawas sejak dari dulu
lagi, jauh lebih awal daripada Ahli Yang Berhormat bagi Pujut menjadi wakil rakyat. Jadi
itu, janganlah terlalu terhegeh-hegeh. Disebabkan itulah, saya telah mencadangkan
agar Kerajaan mempertingkatkan kapasiti pengeluaran dan agihan bekalan air

dilaksanakan di Lawas. Saya amat berterima kasih atas keprihatinan Kerajaan untuk
memberi keutamaan kepada pelaksanaan Projek Bekalan Air Wilayah di Trusan yang
meliputi sebahagian besar kawasan di Lawas. Projek Bekalan Air Wilayah Trusan
sepatutnya siap pada 1 November 2010. Namun begitu, pelaksanaan projek ini telah
tergendala disebabkan oleh sering berlakunya gangguan oleh seorang penduduk yang
tidak bertanggungjawab dan mengancam kontraktor malahan berlaku pembakaran
terhadap peralatan-peralatan pembinaan loji berkenaan. Tindakannya telah melewatkan
pelaksanaan projek tersebut dan menyebabkan beribu-ribu rakyat di Lawas sering
berhadapan dengan masalah bekalan air. Memburukkan lagi keadaan, individu tersebut
telah dihasut oleh pihak pembangkang. Ini jelas menunjukkan bahawa kepentingan
umum yang melibatkan beribu-ribu penduduk di Lawas diketepikan demi untuk
kepentingan individu dan agenda politik sempit pembangkang. Projek-projek Bekalan
Air Wilayah di Trusan dijangka hanya akan dapat disiapkan pada penghujung tahun
2012. Saya amat berharap demi kepentingan masyarakat di Lawas agar pelaksanaan
projek ini tidak akan terganggu lagi demi kepentingan rakyat di Lawas. Dalam masa
yang sama, Kerajaan telah melaksanakan Loji Rawatan Air tambahan yang berkapasiti
dua juta liter sehari di Gelugus, Lawas di bawah program NKRA bagi meningkatkan
kapasiti loji air sedia ada di Gelugus. Ini dilakukan demi untuk menangani masalah
bekalan air di Lawas lebih-lebih lagi di bandar Lawas dan kampung-kampung
persekitaran. Projek ini terpaksa dilaksanakan memandangkan kelewatan pelaksanaan
Projek Bekalan Air Wilayah di Trusan.
With regard to the recent unfortunate incident of diesel spill into Sungai Liku as
mentioned by Ahli Yang Berhormat for Piasau, I wish to highlight that the premix plant in
question was set up by Jabatan Kerja Raya in the early eighties, well before the Liku
water catchment area was gazetted in 1999. CMS Premix Sdn. Bhd. only took over the
plant in 1992. Anyway, this issue had been explained in the Dewan when the private
motion was rejected by the Speaker.
Walau bagaimanapun, saya ingin menjelaskan bahawa pihak Kerajaan
sebenarnya telah mengambil langkah yang perlu dan segera untuk menangani masalah
pencemaran Sungai Liku akibat daripada tumpahan minyak diesel dari Loji Premix
berkenaan. Sebaik sahaja insiden tersebut berlaku, Loji Premix berkenaan telah
diarahkan untuk memberhentikan operasi serta-merta bagi memudahkan kerja-kerja
pembersihan ke atas pencemaran yang telah berlaku. Loji Premix ini telah dibenarkan
beroperasi semula kerana Jabatan Alam Sekitar telah berpuas hati terhadap komitmen
dan langkah-langkah yang telah diambil oleh pemilik Loji Premix tersebut.
Bagi mengelakkan insiden yang sama berulang, Kerajaan Negeri telah membuat
keputusan supaya kedua-dua Loji Premix, iaitu CMS Premix dan Uta Jaya Engineering
berpindah ke tapak yang sesuai. Being a responsible Barisan Nasional Government, the
Government has never put any company above the safety and health of the rakyat.
Sementara Loji Premix ini masih beroperasi di tempat yang sama, Jabatan Alam Sekitar
akan sentiasa memantau secara rapi terhadap operasi Loji Premix ini untuk memastikan
insiden yang sama tidak berulang. Kerajaan juga telah memutuskan supaya NREB
menyediakan satu pelan menyeluruh untuk mengelakkan aktiviti-aktiviti yang boleh
mencemar kawasan tadahan air Sungai Liku, Miri.
Tuan Speaker, I wish to clarify that the oil spill incident actually did not affect the
consumers in Bekenu and not all the consumers in Miri were affected because the
Lambir water treatment plant was still delivering 52 MLD (40% of normal demand) of
treated water throughout the day. LAKU with the assistance of Petronas and Shell had
responded speedily and professionally to contain the spill and restore the water supply
within the shortest time possible. I wish to inform this Dewan that under Section 36 of
the Water Ordinance, Water Supply Authorities are not liable to pay any compensation

arising out of water supply interruptions. Also, it is generally not a practice by the water
supply purveyors in Malaysia and other countries to compensate consumers for any
damage or loss which may result from water supply interruptions.
For the long term Miri water supply needs, the Government has planned to
source for raw water from Batang Baram. A consultant had been appointed to carry out
the detailed study and design of the raw water transfer system from Batang Baram to
Sungai Liku. After the oil spill incident and subsequent cleaning up operations, the
Department of Chemistry had tested raw water samples of Sungai Liku and found them
to be in compliance with the recommended raw water quality criteria under the National
Drinking Water Quality Standards.
Untuk makluman Ahli Yang Berhormat bagi Dudong, sejak pelaksanaan projek-
projek bekalan air di bawah program NKRA, empat buah rumah panjang di kawasan
Dudong telah disambung dengan bekalan air terawat. Rumah panjang itu ialah Rumah
Lapok Ulu Menyan, Rumah Linggang Ulu Menyan, Rumah Sandom Sungai Pak dan
Rumah Sylvester Ingon Sungai Pak. Tiga buah rumah panjang, iaitu Rumah Epan
Assan Bayu, Rumah Mani Sungai Assan dan Rumah Lingga akan mendapat bekalan air
pada masa yang terdekat. Beberapa buah rumah panjang yang lain akan mendapat
bekalan air dengan siapnya projek Bekalan Air Kanowit Fasa II pada tahun depan.
For the information of Ahli Yang Berhormat for Tamin, the construction of
Bekalan Air Kawasan Teku-Pasai Siong in Sibu is 98% complete. This project will
benefit one clinic, two primary schools (SK Sungai Siong and SK Lubok Pelaii) and 10
longhouses in the area. Those unserved areas such as Pasai Siong Tengah and Ulu
had been proposed under the Third Rolling Plan.
Untuk makluman Ahli yang Berhormat bagi Pantai Damai, Projek Bekalan Air
Bersih Kampung Salak dan kampung-kampung sekitarnya telah dikemukakan untuk
pertimbangan dalam Third Rolling Plan. Sementara itu, penyambungan paip ke
Kampung Sungai Batu telah siap sepenuhnya pada Disember 2011.
For the information of Ahli Yang Berhormat for Bukit Kota, the proposed wate
rmain extension to Rumah Sengat Baru and Rumah Bakat, Jalan Kubong, Limbang had
been put up to KKLW for consideration in the Third Rolling Plan. Another project,
namely, proposed water main extension from Jalan Batu Danau to Meritam, Rumah Bali
Merasam and Kampung Bumbum had also been put up to KKLW for consideration in
the Third Rolling Plan. Investigation for Rumah Jantin, Rumah Rumpang and Kampung
Merasam Ulu will be carried out and if viable, the proposal will be submitted to KKLW
under future Rolling Plans.
For the information of Ahli Yang Berhormat for Batang Ai, upon the completion of
the new water treatment plant at Lubok Antu which also includes pipelines, the areas
mentioned will have access to water supply. For the information of Ahli Yang Berhormat
for Krian, all of the villages mentioned will have access to water supply upon the
completion of the Saratok treatment plant and pipeline extension projects by 2013.
For the information of Ahli Yang Berhormat for Beting Maro, the proposal to
replace pipelines in Kampung Beladin and Kampung Pusa and also the submarine
pipeline across Sungai Rimbas will be submitted for the consideration of KKLW. A
proposal to extend pipeline to serve Kampung Paloh and Beting Maro had been
submitted to KKLW under the Third Rolling Plan. On the supply of water to Rumah Kam
and Rumah Duat, an alternative rain water harvesting system has already been
provided. Presently it is not feasible to lay pipelines to supply treated water to these
longhouses as they are inaccessible by road.

For the information of Ahli Yang Berhormat for Meluan, the areas mentioned will
be considered in the Third Rolling Plan. The Government plans to upgrade the existing
1.3 MLD treatment plant to 5 MLD to meet the future demand of water supply in Julau
and surrounding areas. The project also includes the extension of pipeline to Nanga
Ayam, Meluan and Nanga Entabai.
As an immediate measure to overcome the water shortage problem in Sarikei
and Bintangor, new pumps will be installed this year to boost the production and supply
of treated water from the Sarikei headworks.
As a long term measure, the Government has approved the upgrading of the
existing Bayong Water Treatment Plant in Sarikei to more than
new production
from Sarikei
double its current
capacity of 33MLD. The project includes the construction of a new 5ML reservoir and
pipelines. Upon completion of this project by the end of 2014, the
capacity would be adequate to meet the increasing demand and
surrounding areas including Merudu, Kim San, Bayong, Sungai Sebanyak and Bulat
areas.
For the information of Ahli Yang Berhormat for Daro, water supply to the
kampungs as mentioned will be considered for implementation under future Rolling
Plans.
For the information of Ahli Yang Berhormat for Batu Danau, a project proposal
for Batu Danau Phase II had been included for consideration in the Third Rolling Plan.
This project involves the extension of pipeline to Nanga Medamit, SMK Medamit and
also the surrounding areas.
On the list of kampungs recommended for alternative water supply, two of the
kampungs namely Pulau Brunei and Rumah Aling had been submitted under the Third
Rolling Plan for the consideration of KKLW. As for the other kampungs in the list, they
will be considered for implementation in future Rolling Plans.
For the information of Ahli Yang Berhormat for Balai Ringin, water supply to
Sabal, Simpang Punda, Telagus, SK Telagus, Jerok, SK Sungai Pinang, SK Padang
Pedalai and nearby areas will be submitted for consideration under the Third Rolling
Plan.
For the information of Ahli Yang Berhormat for Telang Usan, a project to
construct main transmission pipelines from Marudi town to Puyu Lubok Nibong areas
had been put up for consideration under the Third Rolling Plan.
For the information of Ahli Yang Berhormat for Lambir, a proposal to extend
pipelines to kampungs and longhouses as mentioned had been submitted under the
Third Rolling Plan for the consideration of KKLW except for Kampung Jagus, Kampung
Usahajaya Tukau and Kampung Tukau Tengah which would be considered for inclusion
in future Rolling Plans.
For the information of Ahli Yang Berhormat for Saribas, proposal to extend
pipeline to Kampung Supa, Kampung Medang, Kampung Tuie and Kampung Serabang
had been submitted for consideration of KKLW under the Third Rolling Plan.
For Rumah Buda and Rumah Lubok, investigation shall be conducted to
determine the best form of water supply in serving these longhouses and the necessary
development proposal shall be included for implementation in future Rolling Plans.

For the information of Ahli Yang Berhormat for Semop, there are five pipeline
projects currently under various stages of implementation in Pulau Bruit. Four of these
projects will be connected to the water treatment plants in Kampung Penibong,
Kampung Saai and Kampung Semop.
However, the fifth project which involves a major trunk pipeline that traverses
from the mainland to Kampung Saai, Kampung Penibong, Kampung Tekajong and
Kampung Bruit can only be fully utilized to supply treated water to Pulau Bruit when the
upgrading of the Sarikei water treatment plant is completed.
Rural Electrification Schemes
Tuan Speaker, I will now touch on Rural Electrification Schemes in the State.
Under the NKRA programme, a total sum of RM1.38 billion had been allocated for the
implementation of RES projects in the State for the period 2009 to 2012. This allocation
is for the implementation of 829 projects which will benefit about 44,300 households. A
further sum of RM350 million is expected to be allocated by the Federal Government
later this year.
The implementation of the projects was carried out in three phases since 2009.
At present, 363 of these projects had been completed and the remaining projects are in
various stages of implementation. Since the commencement of the NKRA program, the
number of houses that have been connected with grid electricity supply to date is
21,635. The rural grid electricity coverage is now 74.3% of the rural population.
Tuan Speaker, for the information of Ahli Yang Berhormat for Opar, the
implementation of RES projects is mainly based on applications received. Before the
projects are implemented, the appointed contractor would carry out a consumers‘ survey
to determine the route and the number of houses to be connected. Normally, all houses
which are in the project area or along the route of the power supply line would be
included. For those houses which were left out at Kampung Biawak and Kampung
Stenggang, consideration shall be given to include them under the projects presently
being implemented.
For the information of Ahli Yang Berhormat for Jemoreng, RES projects for the
Ilas and Kampung Kebuaw areas shall be proposed for implementation in 2013.
As regards the achievement in the implementation of the RES projects, I wish to
inform Ahli Yang Berhormat for Dudong that his deductions concerning the physical
achievement in comparison with the financial expenditure are wrong. At the last DUN
sitting, it was stated in my winding-up speech that the allocations for the implementation
of RES projects are RM284 million for the period 2009 to 2010, RM480 million for 2010
to 2011 and RM614 million for 2011 and 2012. The total amount allocated is RM1,378
million. Of this allocation, an amount of RM536.3 million had been spent as at the end of
2011 which is 31.6% of the total anticipated NKRA allocation of RM1.7 billion and not
81% as deduced by Ahli Yang Berhormat for Dudong. The total number of houses
connected with electricity as at the end of 2011 is 16,523 which is 21.18% of the NKRA
target. The reason that the physical achievement percentage is lower than the
expenditure percentage is because the cost of grid electricity connection per house has
increased due to the following factors:
(i)
Increased cost of materials and labour; and
(ii)
Sparse population and the increasing distance between houses or
longhouses as the projects are implemented further into the interior.

At the start of the NKRA programme, it was estimated that the average cost of
grid connection per house was about RM22,000 but the average cost has now increased
to over RM30,000 per house. As a result, the allocation of RM1.7 billion will not be
adequate to achieve the NKRA target of 95% rural coverage. More allocations shall
therefore be sought from the Federal Government to achieve this target.
For the information of Ahli Yang Berhormat for Engkilili, the scope of RES
projects includes the installation of service lines to the houses and SESCo meters.
There are no connection charges. However, the house owners will need to pay collateral
deposits to SESCo which shall be used to offset the monthly electricity bills should there
be any default in payment. The projects for Rumah Simon of Sungai Menuang and the
longhouses along Batang Ai Hilir, Engkilili shall be proposed for implementation in 2013.
However, for Rumah Ambon and Rumah Undie, my Ministry has no record of RES
applications from these longhouses. I would therefore advise Ahli Yang Berhormat for
Engkilili to inform the headmen of these longhouses to submit their applications.
For the information of Ahli Yang Berhormat for Pantai Damai, the RES projects
for Kampung Sibu Laut, Kampung Sungai Aur and Kampung Sungai Daun Nibong will
be considered for implementation in 2013.
Untuk makluman Ahli Yang Berhormat bagi Tamin, projek-projek Bekalan
Elektrik Luar Bandar (BELB) di Kampung Selangau Baru dan kawasan Pelugau
termasuk Sekolah Kebangsaan Kuala Pelugau telah diluluskan untuk pelaksanaan
dalam tempoh 2011/2012. Manakala kawasan-kawasan lain yang tersebut, projek-
projek BELB bagi kawasan ini akan ditimbangkan untuk pelaksanaan dari tahun 2013 -
2015.
For the information of Ahli Yang Berhormat for Batu Kawah, the contract for the
RES project for Kampung Bumbok was awarded by the Federal Government based on
design and build basis. The delay in the completion of the project is due to the following
reasons:
(i) Late commencement of works due to delay in appointment of subcontractor
by the main contractor; and
(ii) Problems in the procurement of aerial cables and transformer.
The project is now expected to be completed by November 2012.
On the request by Ahli Yang Berhormat for Ngemah, I wish to inform that there
are plans to connect electricity supply to all the longhouses along the Nibong Tada road.
The projects shall be carried out in phases.
For the information of Ahli Yang Berhormat for Kedup, the Government will
consider to extend grid electricity supply to those unserved areas in phases in view of
the large allocations required. On the suggestion by Ahli Yang Berhormat for Kedup for
SESCo to implement RES projects, I wish to inform that commencing from this year,
SESCo is implementing RES projects with funds allocated by the Federal Government to
carry out electricity supply connections to houses, particularly for late applicants in areas
where RES projects had previously been completed. SESCo will liaise with my Ministry
on the list of projects to be implemented. This approach will speed up connections for
late applicants.
For the information of Ahli Yang Berhormat for Bukit Kota, the RES project for Rh
Sengat is presently being implemented. Supply of electricity to Kampung Belantak,

Rumah Bakat and Rumah Iman will be considered for implementation in the Third
Rolling Plan.
Untuk makluman Ahli Yang Berhormat bagi Saribas, projek-projek BELB di
kawasan-kawasan tersebut telah disiapkan kecuali di Kampung Buda yang masih dalam
pelaksanaan. Bagi kawasan-kawasan yang telah dibekalkan dengan elektrik,
permohonan untuk penyambungan oleh pemohon lewat akan juga dipertimbangkan.
Projek BELB bagi Rumah Lubok akan dipertimbangkan setelah kita menerima
permohonan daripada penduduk rumah panjang berkenaan.
Untuk makluman Ahli Yang Berhormat bagi Krian, Kerajaan mempunyai
rancangan untuk menyambung bekalan elektrik ke kawasan-kawasan yang telah
disebutkan. Berkaitan dengan masalah izin lalu melalui ladang kelapa sawit, usaha akan
dilakukan oleh Kerajaan untuk menyelesaikan masalah berkenaan.
For the information of Ahli Yang Berhormat for Balai Ringin, RES projects for
kampungs as mentioned shall be proposed for implementation in 2013, except for
Kampung Senkujang, Empaling, Sg. Indai, Mentu, Muding, Tuba and Sapak. As my
Ministry has no record of applications for RES projects from these kampungs, the
headmen concerned should be advised to submit their applications.
With regard to the request by Ahli Yang Berhormat for Daro, priority for extension
of electricity supply from the grid is usually accorded to areas which are accessible by
roads as this will not only facilitate the implementation of the projects but also
subsequent maintenance by SESCo. However for the areas mentioned, studies shall be
carried out on the feasibility of implementing the RES projects. For Kampung Penasu
and the nearby kampungs, a study had already been carried out and the project shall be
proposed for implementation in 2013.
For the information of Ahli Yang Berhormat for Meluan, all the populated areas
with road access can be considered in future RES plans. Supply will be extended from
the existing distribution system to these areas and not from the 500kV transmission line
which is used to transport bulk power. Under the NKRA program, five projects with a
total cost of RM28.7 million have been approved for implementation to date, of which
4four have been completed and 1 is under implementation.

Ali Hasan): Tuan Speaker, I will now touch on the specific issues for Electricity Supply.
Electricity Supply
With regard to the issue of charging normal (household, commercial and
industrial) consumers similar to electricity tariff as SCORE bulk consumers for power

from Bakun HEP, I wish to inform this august House that the cost of supplying power
varies significantly between normal consumers and bulk consumers which are mainly
the energy-intensive industries. The rates offered to all the consumer categories
including those bulk consumers in SCORE reflect the actual cost of supply. Contrary to
misleading claims by Ahli-Ahli Yang Berhormat from the opposition, there is no element
of subsidy by Sarawakians for supply made available to the bulk consumers. In fact, it is
the Barisan Nasional Government who subsidizes the domestic consumers. The
Government had spent RM11 million and RM12 million in 2010 and 2011 respectively to
subsidise the electricity supply to domestic consumers.
Bakun HEP is not feasible for the much smaller and slower off take growth of
power from the normal consumers that is (domestic, commercial and industrial)
consumers. The bulk consumers due to their huge scale of operation, consume large
amount of power that made Bakun HEP feasible to implement and supply competitively-
priced electricity. The Bakun HEP will benefit Sarawakians through stable electricity
price, instead of increasing price trend, as experienced by other countries dependent on
volatile fossil fuels, including TNB in Peninsular Malaysia.
Another significant attribute of the bulk SCORE consumers is that power is sold
to them on a take or pay basis. This means they will have to pay for 90% to 95% of the
agreed power capacity even if they do not use the energy. The bulk consumers also
have a long-term commitment to take this power from 10 to 25 years. The tariffs for bulk
consumers are also escalated annually based on fixed inflation rates. They are also
required to pay heavy penalties if they terminate their contracts and are required to
make large upfront payments.
In contrast, normal consumers only pay for the power that they use based on the
fixed published rates and enjoy flexibility in deciding when and how much they wish to
take. Bulk consumers receive power at 275kv or 132kv and do not use the distribution
grid network needed to supply normal consumers. This large scale distribution grid
network is costly to build and maintain, and the equipment for the distribution
infrastructure networks such as poles, cables, wires and transformers to lower the 275kv
or 132kv to 240 volts or 11kv for normal consumers increasing the cost of supply due to
additional investment and maintenance incurred. The large distribution networks serving
the normal consumers also have significantly higher losses, as compared to individual
bulk consumers.
Tuan Speaker, Ahli Yang Berhormat bagi Meradong kerap bermain dengan isu
tarif elektrik yang lebih mahal bagi Negeri Sarawak. Saya telah berkali-kali membuat
penjelasan di Dewan yang mulia ini sejak tahun 2009 bahawa tarif purata di Negeri
Sarawak adalah lebih murah berbanding dengan tarif purata elektrik di Semenanjung
Malaysia. Saya ingin menyatakan sekali lagi bahawa penduduk di Negeri Sarawak telah
menikmati tarif elektrik yang kompetitif untuk sekian lama. Maka, .hoo-haa. yang
dicetuskan pihak pembangkang dalam perkara ini sangatlah tidak masuk akal, lebih-
lebih lagi bila TNB membuat pelarasan kenaikan tarifnya bermula Jun 2011.

Minister. Honourable Minister was saying just now about the bulk use, about electricity
user in SCORE they take or pay basis. Yes, I agreed. I agree but as such the operation
cost is cost of supply electricity to them is cheaper. I agree. Likewise, we have a lot of
local industries. Local industries, their factories also should be offer the same rate as
those in the SCORE area but why it is not done so. They also used a large amount of
electricity. They also used, a lot of them also used, need electricity 24 hours plus they
operate 24 hours ... (Interruption)

same rate, number one. Number two, can we have the rates of supply of electricity to
the companies in SCORE so that we can make comparison. They should not be

this year. SEB 18.0 cents as against Tenaga National Berhad (TNB) pre June 2011,
28.8 cents and post June 2011 increased to 30.9 cents. So, we are actually cheaper
compare to TNB.

Ali Hasan): Yes. With regards to the frequent system blackouts in Miri, Sarawak as
raised by Ahli Yang Berhormat for Piasau and Kota Sentosa, I wish to inform that power
supply interruptions also happen to other utilities worldwide. These outages are
essentially due to transients and system trippings caused by natural elements such as
lightning strikes, thunderstorms, trees and animals coming into contact with power lines
and equipment. Examples of major power outages around the world are:
(a)
The 28thSeptember, 2003 blackout that struck most of Italy due to system
parts of United States and
trips and vegetation, affecting over 56 million people for 18 hours;
(b)
The 14thAugust, 2003 blackout in northeastern United States hitting New
York, Detroit, Boston, Cleveland and Ottawa, Canada affecting over 50
million people for up to four days in some
Canada;
(c)
The 4thNovember, 2006 power outage across western Europe affecting
heavily populated areas of Germany, France and Italy, as well as parts of
Spain, Portugal, the Netherlands, and Belgium affecting 15 million people
for two hours, and
(d) The 4thFebruary, 2011 major blackout in northeastern Brazil affecting an
estimated 53 million people for 16 hours.
Sarawak‘s power demand is increasing very rapidly within a short period of time
and this will put some strains on the present system which needs to be expanded and
reinforced from time to time. SEB is aggressively pursuing and charting the direction to
provide high level performance in the power supply through physical hardware
development such as generation, transmission and distribution infrastructures and also
the development of the manpower expertise, knowledge and skills which are necessary
to manage and operate the future system.
SEB will be commencing with the construction of the 500kV transmission lines,
which will form the second grid spanning across Sarawak. This 600km second
transmission line will be constructed in two phases and scheduled to complete in 2014
and 2015 respectively. With the completion of this second grid, the State will be well
protected against the incidence of system blackout.
SEB‘s system average interruption frequency index (SAIFI) has decreased from
3.82 in 2002 to 1.72 interruptions per consumer per year in 2011 which is lower than that
of Australia and Sabah Electricity Sendirian Berhad (SESB) at 2.09 and 16.90
interruptions per consumer per year respectively. With regard to SEB‘s system average
interruption duration index (SAIDI), the index has decreased from 419 in 2002 to 152
minutes per consumer per year in 2011. This is very much lower compared to that of
Australia and SESB at 259 and 495 minutes per consumer per year respectively. SEB‘s
interruption performance indicators, although varying from year to year depending on
several factors such as weather conditions and expansion of distribution networks to the
rural areas that may affect the stability of the supply system, are generally on a
downward trend, showing the strong positive efforts by SEB to improve supply.

Comparing SEB to utilities from Europe, according to the Fifth Council of
European Energy Regulators Benchmarking Report on the Quality of Electricity Supply
2011, Sarawak's distribution reliability (SAIDI) in 2011 was similar to that of Ireland, only
marginally weaker than Norway, France and Italy, and significantly better than Hungary,
Portugal, Lithuania and the Czech Republic.
For the information of Ahli Yang Berhormat for Meradong, the power interruptions
that happened at localized distribution system for the area as mentioned had been
answered in this sitting during the question and answer session.
For the information of Ahli Yang Berhormat for Batu Kawah the interruptions at
Rantau Panjang, Jalan Batu Kawah-Matang were caused by transients on uninsulated
overhead lines.

years ago passed through the private farming land owned by various consumers taking
the supply. During the project implementation, there was no proper access road then, so
the overhead lines were constructed through many fruit trees along the way in order to
supply the houses. Due to close proximity, the fallen trees or branches had caused
damages to the overhead lines especially under strong winds. SESCo was unable to
trim these fruit trees to the standard clearance due to objections from the owners.
However, recently SESCo had been able to carry out some trimming works with the
cooperation of the land owners in order to minimize the damages caused by the fallen
fruit trees branches.

SESCo has scheduled to replace four spans of the single-phase bare conductors
to PVC covered conductors by end of May 2012. For the remaining spans of bare low
voltage overhead lines, SESCo is in the process of seeking wayleaves from the relevant
land owners to consider re-routing some of the affected overhead lines away from the
fruit orchards. Even … (Interruption)

Bin Ali Hasan): Even after replacing with PVC covered conductors, vegetation clearing
will still be required to prevent heavy branches damaging the cover or even breaking the
conductors.
SESCo plans to carry out the yearly progressive replacement of Low Voltage
bare conductors which include the areas at 7th and 8th Mile.
With regard to the electricity supply disruptions raised by Ahli Yang Berhormat for
Sadong Jaya, SEB has implemented various mitigation measures such as aerial cable
replacements, vegetation clearings and pole-top maintenance to address the frequent
power supply disruptions. Records from SESCo indicated improvement in the reliability
of power was

Despite the improvements in will continue to undertake
various projects to reinforce The 33kv overhead line from
Rangawang to Kampung Ensengai Iban that forms the second link to supply Sadong
Jaya/Asajaya is now next
month. This second 33kv link will reinforce the supply to Sadong Jaya and improve the
supply reliability to the areas.
SESCo has identified the ageing 11kv aerial bundle cables for replacements to
further improve the supply performance to the areas at Sadong Jaya and Asajaya. The

Tuan Speaker, regarding SEB CEO‘s appointment, the experience, qualifications
of other expatriates and their respective salaries as raised by Ahli Yang Berhormat for

international compensations required to attract these experts to work in SEB. Under the
contractual terms of engagement, SEB as a corporate entity is bound under the
confidentiality provision not to disclose the terms and conditions including the salary,
bonuses and allowances of these expatriates.

With regard to the foreign consultants, their engagements are based on =as
required‘ basis to undertake specialized areas of the pre-feasibility, feasibility,
engineering design and contract preparation, where hiring of full-time foreign expatriates
will not be cost-effective. This also provides the essential mix of expertise in various
fields required for the successful execution of SEB‘s expansion plan. The simultaneous
engagement of the expatriates and consultants are expected to expeditiously execute
the essential works while providing the opportunity for locals to move up the learning
curves quickly. This provides the platform for effective transfer of knowledge to the
locals without compromising on the planned development for the electricity supply.
I wish to inform this august House that the performance of the CEO of SEB has
been recognised in this region with the honourable award for the .Most Influential Clean
Energy Advocate for 2012. from the Asian Utility Industry following an Asian-wide
selection process. This award reflects not only the outstanding achievement of our CEO,
but fully shows the dedication and hard work of our SEB staff that ensure reliable
electricity supply to all of our Sarawak customers, be it small domestic customers or
large SCORE bulk customers. This is also in recognition of the vision of our YAB the
Chief Minister through the SCORE initiative to attract global investors using the
Renewable Energy in this region. I wish to congratulate the YAB Chief Minister for his
farsightedness in coming up with the SCORE agenda which will propel Sarawak into the
second wave of development towards a high income economy by the year 2020.

not even as good as our local engineers, our local experience as engineers. Then, what

With regard to arrears for meters inspected and charged as raised by Ahli Yang
Berhormat for Kota Sentosa, SEB will only recover the arrears as loss of revenue for the
electricity which was dishonestly abstracted due to tampering. The recovery of loss of
revenue for a period of 36 months is provided under the Electricity Ordinance (Chapter
50) in the event the actual date of tampering cannot be ascertained. Where there is drop
in reading due to faulty or damaged meter without any sign of tampering, SESCo will
recover the arrears based on the past actual consumptions for a period not exceeding
three months.
A clear guideline for the appeal processes has already been established by SEB
and those consumers who are aggrieved and dissatisfied with the alleged electricity theft
or arrears recoveries can submit their appeals to SEB for review of their cases, or even
With regard to the issue of Yu Thien Motor Services Sendirian Berhad which
SEB is fully aware of, this is still an appeal case and therefore no disconnection will be
carried out by SESCo. The disconnection notice was mistakenly issued by the customer

Tuan Speaker, in spite of various challenges such as difficult terrains, limited
the
power supply availability in rural areas as well as logistic constraints in many parts of
Sarawak, the Government has been able to increase household broadband
penetration rate significantly in the last three years, from 13.6% in 2008 to the current

In suburban and rural areas, it is a challenge to provide broadband connectivity
to all individual houses due to difficult terrains and sparse population. As an alternative
solution, the government has introduced collective broadband access centres initiative
where community can use broadband service collectively in one premises. As of April
this year, a total of 34 Community Broadband Centres, 33 Mini Community Broadband
Centres and 26 Community Broadband Libraries have been developed across the State
which provide collective access to broadband service.
The populated area coverage for cellular service in the State currently stands at
approximately 84% as compared to only 72% in 2008. With the introduction of TIME 3
Cellular coverage expansion program in late 2010,
developed a total of 84 telecommunication towers and by end of 2012, another 119
telecommunications towers are expected to be commissioned. Mostly located in sub-
urban and rural areas. These telecommunication towers provide 2G cellular coverage
with potential upgrade to 3G services in the future. With the completion of these towers,
other broadband service providers would be able to utilize the structures to expand their
respective wireless broadband services.
Berkaitan dengan perkara yang dibangkitkan oleh Ahli Yang Berhormat bagi Sadong
Jaya tentang perluasan perkhidmatan jalur lebar di kawasan luar bandar, Kerajaan
maklum bahawa banyak penduduk
bergunung-ganang
Di bawah inisiatif Kampung Tanpa Wayar, kawasan-kawasan yang tidak
mempunyai kemudahan jalur lebar berwayar akan menggunakan perhubungan satelit
untuk membawa penyambungan jalur lebar. Tiap-tiap lokasi yang ada liputan tanpa
wayar di bawah program ini mampu menyediakan capaian jalur lebar tanpa wayar
sehingga 300 meter radius. Sejumlah 600 tapak telah diperuntukkan di Sarawak di
bawah inisiatif Kampung Tanpa Wayar dengan 210 tapak yang sedang beroperasi

sekarang. Kerajaan merancang untuk menyiapkan pemasangan bagi baki 390 tapak
menjelang hujung tahun ini.
Seperti disebut terdahulu, Kerajaan juga membangunkan ratusan menara
telekomunikasi yang baharu yang menyediakan kemudahan untuk penggunaan 3G dan
perkhidmatan jalur lebar tanpa wayar yang lain seperti WiFi.
Di Kawasan Sadong Jaya, dua tapak Kampung Tanpa Wayar telah dibangunkan
dalam tahun 2011 yang terletak di SMK Pesantren Abdul Taib Mahmud dan Kampung
Semera manakala dua tapak lagi telah disiapkan baru-baru ini di Kampung Jaie dan
Kampung Pelandok Laut.
Berkaitan dengan perkhidmatan selular di beberapa kampung yang disebut oleh
untuk
Ahli Yang Berhormat bagi Saribas, sebuah menara telekomunikasi telah dibangunkan di
kawasan Tanjung Assam pada awal tahun ini dengan rancangan meliputi
Kampung Tuie dan Kampung Manggut. Pemerhatian yang dibuat ke atas kekuatan
liputan selular dari menara tersebut menunjukkan bahawa Kampung Tuie dan Kampung
Manggut mengalami tahap liputan yang kurang baik. Untuk menambah baik liputan di
Kampung Tuie, Kampung Manggut termasuk Kampung Supa dan Kampung Medang,
Kementerian saya akan memberi keutamaan untuk kawasan-kawasan ini dilaksanakan
dengan program perluasan liputan selular bagi tahun 2012.
On the issue of unavailability of fixed line and streamyx service in certain areas in
Batu Kawah, I wish to inform Ahli Yang Berhormat for Batu Kawah that Telekom
Malaysia is planning to roll out fixed line and streamyx service in the Third Quarter of this
year in residential areas such as Taman Desa Wira, Putera Park, Taman Summer View,
Taman San Chin, Vision Land, Puteri Park, Taman Moyan Utama, Springville Terrace
and residential premises along Lorong 2F, Jalan Stephen Yong. For shoplot premises in
Batu Kawah New Township area, fixed line and streamyx connectivity is available on the
ground floors in most blocks while for the first to third floors, Telekom Malaysia is in the
midst of negotiating the terms with the relevant developer.
I wish to inform this Dewan that the development of basic telecommunication
infrastructures in Samalaju Industrial Park has progressed very well and the investors
are impressed with this. This is surely in time in meeting the requirements of the
investors particularly Tokuyama (Malaysia) Sendirian Berhad which is expected to
commence operation by end of this year.
The first phase of the project involving the laying of 70 kilometers fibre-optic
cables from Bintulu to Samalaju had been completed. The second phase of the works
involving the last mile access connectivity will only commence upon completion of
Tokuyama‘s communication room targeted in August 2012 and services can then be
provided within two months from the commissioning of Tokuyama‘s communication
room.
Other than providing fibre-optic connectivity, three additional communication
towers are to be erected within Samalaju Industrial Park to supplement the two existing
towers. This will further enhance the quality and expand the coverage of communication
services.
With the completion of this project, a reliable high-speed communication service
can be enjoyed not only by users in Samalaju Industrial Park but also by the local
villages and plantations companies within the vicinity. This will further spur the socioeconomic
activities in the years to come.

mengambil kesempatan ini untuk merakamkan Setinggi-tinggi Terima Kasih dan
Penghargaan kepada Tuan Yang Terutama Yang di-Pertua Negeri Sarawak atas
Ucapan Tuan Yang Terutama semasa Sesi Pembukaan Dewan yang mulia ini pada 14
Mei 2012 yang lalu.
Saya turut mengambil peluang ini untuk merakamkan penghargaan kepada Ahli-
Ahli Yang Berhormat atas pandangan, saranan dan isu-isu yang ditimbulkan menyentuh
Kementerian saya semasa sesi perbahasan. Saya akan menjawab serta memberi
penjelasan terhadap perkara-perkara yang telah dibangkitkan dengan sewajarnya.
Tuan Speaker, the State has come a long way in infrastructure development and
communications. From a State that relied heavily on riverine transportation in the 1960s,
we have today, an extensive road network of about 29,000 kilometres, covering most
parts of the state. We have also developed modern ports and airports. The growth in
infrastructure network had helped to improve the standard of living and quality of life of
the people in the state and at the same time opened up large areas of land for
agriculture, commercial and industrial development. It had also helped to reduce travel
time and cost and enhanced competitiveness of the State as a preferred destination for
both domestic and foreign investments.
Tuan Speaker, Sarawak is a large state, a whole of Semenanjung Malaysia minus
Negeri Sembilan, that is Sarawak. A large State with an area of about 125,000 square
kilometres and very sparsely and scattered population 2.5 million (2010 census). Our
population density is just about 20 people per square kilometre. In addition, the
topography of Sarawak is rugged in the interior with deep swamp, pit soil and big wide
rivers in the coastal region. All these pose a great challenge to us to provide adequate
and efficient road infrastructure to the people.
My Ministry will continue to spearhead and expedite the development of physical
infrastructure and communication facilities in the state. Focus would be given to extend
the existing road networks to provide necessary access to the rural areas and areas of
potential development to ensure a more balanced development. Efforts would also be
given to expand the capacity and capability of infrastructure in the urban areas to reduce
the increasing congestion problems brought about by rapid urbanisation and to meet the
needs and demands of the commercial and industrial sectors. At the same time, efforts
are also being undertaken to maintain and upgrade the state road network to enhance
safety and quality of travel.
Road Programs under the Ministty of Works (MOW)
Tuan Speaker, my Ministry through the State Public Works Department had
received from the Ministry of Works Malaysia a total federal allocation of RM242,159,485
in 2011 to implement 44 road projects in the State and an expenditure of RM241,299,710
was expended. 26 projects had been completed while the others are still under
implementation.

Amongst some of the major road projects that have been completed include:

Construction of Jalan Sibu/Bawang Assan/Seredeng Pakej II (Sungai
Setubah ke Batang Seredeng) completed on 10.11.2011 at the cost of
RM154,199,858;

Construction of Jalan Ng Buai/Merinjau/Ulu Spak Fasa 1 completed on

For 2012, the Federal Government had allocated of
RM166,018,540.00 to carry out 20 road projects, including 18 continuation projects. To
date, an expenditure of RM37,814,550.00 had been expended.
Of the 20 projects, five had been completed and 12 are under various stages of
implementation. Some of the on-going projects that are under implementation are:
(1) Pembinaan Jambatan Batu Kawa. This project is divided into two
packages. The first package which was for the construction of the second
parallel bridge had been completed in December, 2011. Construction of
the second package, which included the design, construction and
completion of repair works to the existing Batu Kawa Bridge and the
construction and completion of the approach roads and associated works
costing RM27,269,527.00 had started on 16th December, 2011 and is
about 7% completed. The whole project is scheduled to be fully completed
and open to the public on 15th December, 2013;
(2) Projek Naiktaraf Jalan Pujut 7 -Tudan -Kuala Baram, Miri. Construction
of the project had started on 11th April, 2011 with a contract sum ofRM115,567,129. The project is progressing smoothly at 41%, and is
scheduled to be fully completed on 10(3) Naiktaraf Jalan Tun Jugah/Jalan Song/Upland
costing RM49,959,531. Construction started on 17project is scheduled to be completed on 16project is slightly ahead of schedule at 51.4%;

Interchange, Kuching

Membina Jalan Balingian ke Jalan Persekutuan Sibu/Bintulu costing
RM84,148,165. The contract had been awarded on 15th February, 2012
and is scheduled to be completed on 14th February, 2014;

(7)
Pembinaan Jambatan Sungai Pandaruan costing RM20,801,468 to link
Malaysia (Limbang) to Brunei Darussalam (Temburong). The cost of the
bridge would be shared by both Malaysian and Brunei Darussalam
Governments. The length of the bridge is 190 meters. Contract for the
project had been awarded on 16th April, 2012 and site handing over on
15th May, 2012. The contract period is 15 months and the bridge is
scheduled to be completed on 14th August, 2013;

The construction and completion of the 15 km Jalan Kuala Balingian/Kuala
Tatau, costing RM30,907,031. The project is currently progressing at
24.7%. It is scheduled to complete on 26th October, 2012.
Two projects are under final stages of planning, namely:
(1) Membina Jambatan Batang Sadong, Kampung Buloh, Samarahan
Sarawak, costing RM211,385,628. The project involves the construction of
a 1,480m RC bridge across Batang Sadong. Tender for the project has
been finalized and is waiting for the award of contract by the Federal
Government.
(2) Pembinaan Jambatan Sungai Rimbas, Pusa, Betong. The project involves
the construction of a 300m RC bridge across Sungai Rimbas to link the
old Pusa town to the new Pusa town. For 2012, the sum of RM5,600,000
was approved. To date, survey works have been completed and site
investigation is being carried out. The estimated cost of the bridge is
RM48 million. Tender is expected to be called by the end of the year.
Road Projects under NKRA (National Key Result Areas)
Tuan Speaker, under the Rural Basic Infrastructure NKRA Program, JKR was
entrusted to implement 159 projects with a project cost of RM1,453,250,000 under
Rancangan Malaysia Kesepuluh. To date, JKR had completed a total length of 400.84
Km with a total expenditure of RM657,821,890. For the year 2012, an initial allocation of
RM100 million had been received with an expenditure of more than RM95 million to date.
The total number of projects completed to date for the whole program is 108 and the
remaining 51 is still on-going.
Tuan Speaker, one of the major projects approved under the NKRA initiative is
the Kanowit/Kapit Road. The total length of the road is about 101 km, including the
construction of nine bridges.
The Kanowit/Kapit Road is divided into nine sections. The Federal Government is
committed to build the whole road with an estimated cost of RM768 million.
The progress of the various sections is as follows:
(1)
Jalan Kanowit/Sungai Poi (15 km) -Completed in 2004 at a cost of
RM19.8 million;
(2)
Jalan Nanga Ngungun/Nanga Ngemah (6 km) -Completed in 2011 at a
cost of RM7.4 million;
(3)
Jalan Sungai Yong/Kapit Phase 1 (1.915 km) -Presently under
construction at a cost of RM15.97 million. The contract period is 12

months (01.02.2012 to 31.01.2013) and currently, the physical progress is
1%;
(4)
Jalan SRK Temalat/Sipang/Song (7.5 km) -Under construction at a cost
of RM80 million. The contract period is 24 months from 09.06.2011 and
progress is 12% (actual) as against 18% (scheduled);
(5)
Jalan Sungai Yong/Kapit Phase 2 (10.45 km) –
Tender had been called
and now pending approval from the Federal Government to award the
contract. The estimated cost is RM65 million;
(6)
Jalan Sungai Poi/Nanga Ngungun (15.5 km) -Pending approval from
Federal Government to award the contract. The estimated cost is RM80
million;
(7)
Jalan Nanga Ngemah/SRK Temalat (9.5 km) -Design and documentation
are ready and now pending approval from

State Feeder Road Program
Tuan Speaker, my Ministry was given an approved 10MP ceiling of
RM672,786,270 to implement 44 projects in the State. As at the end of 2011, an
allocation of RM220,071,200 was provided, out of which RM210,710,949 had been
expended. 14 projects had been completed while the others are still being implemented.
In 2012, an allocation of RM269,355,270 had been received to continue the
implementation of the program.
The program provides fund for the following:
(1) New roads and bridges in the State to be built particularly in areas with
economic potentials;
(2) Roads and bridges in the town areas to be built and upgraded to cater for
the ever increasing traffic volume;
(3)
Rehabilitation of existing roads; and
(4)
Tar-sealing of existing gravel roads.
Tuan Speaker, I would like to assure that my Ministry will continue to monitor the
implementation of these projects and will ensure that they are implemented as planned.

Road Projects under RM1.0 Billion Special Allocation for Sarawak
Tuan Speaker, under the RM1.0 billion Special Allocation from the Federal
Government, a total of RM505 million was approved for implementing 30 road projects
and one kampong extension project. Currently, 23 projects have been completed, eight
projects are still under construction. With the exception of a few projects which are
scheduled for completion but in view of delay due to technical problems, the completion
is scheduled in early 2013. The other projects would be completed by the end of 2012.
Vehicle Registration
Tuan Speaker, in tandem with the increase in road network,
population and the vast improvement in the standard of living, vehicle ownership had
been increasing steadily. According to statistics from the Road Transport Department,
there were 81,147 new vehicles registered with the Department in 2011.

Road Safety
Tuan Speaker, based on statistics from the Police Department, the total number
of road accidents recorded in the state had increased from 17,253 cases in the year
2010 to 17,964 cases in 2011, an increase of 4.12%.
Of 17,964 cases recorded in 2011, a total of 1,414 cases involved deaths,
serious injuries or light injuries, that is 391 cases of fatal accidents, 234 cases of serious
injuries and 406 cases of light injuries. The 391 cases of fatal accidents had resulted in
442 deaths. That is equivalent to 3.24 deaths per 10,000 registered vehicles or 17.96
deaths per 100,000 of the population.
Of the 442 deaths recorded, 43% were motorcyclists (165 deaths) or their pillion
riders (26 deaths); 27% were motor car drivers (65 deaths) or their passengers (56
deaths) and 8% were pedestrians (38 deaths).

For the information of Ahli Yang Berhormat, fatal accident rates for Malaysia
were higher compare to Sarawak despite to better road in Peninsular Malaysia to give
an example in 2010 fatal accident rates for Malaysia was 3.4 deaths per 10,000
registered vehicles and 24.9 feet per 100,000 population compare to 2.88 deaths for
10,000 registered vehicles and 15.08 deaths per 100,000 population for Sarawak.
Tuan Speaker, looking from a wider perspective of the traffic accidents cases
over the last 10 years period from 2001 to 2011, the total number of road accidents
recorded in the state had increased from 10,721 cases in the year 2001 to 17,964 cases
in the year 2011 which was an increase of 67%. The main factors may be attributed to
the increased road network and connectivity, increase in the number of drivers and road
users and increase in the number of registered vehicles.
However, despite the increase in the total number of road traffic accidents over
traffic accidents the last 10 years as mentioned earlier, the total number of road
involving deaths, serious injuries and light injuries had actually decreased from 1,959
cases in 2001 to 1,414 cases in 2011, i.e., a reduction of 27%. This positive reduction
measures
indicated that Sarawak is actually moving forward in line with the national target, which is
to prevent or reduce accident injuries.
Tuan Speaker, the Government is taking various to promote road
safety in the state. Apart from regular enforcement activities by the enforcement
agencies, various road safety programs have been implemented as follows:
(1) Formal teaching of Road Safety Education (RSE) modules at all primary
schools in Sarawak since 2008;
(2) Introduction of co-curricular RSE activities in primary and secondary
schools since 2008;
(3) National Service‘s RSE advocacies for all intakes at eight camps in
Sarawak. Up until 2011, more than 35,200 participants had been exposed
to one day RSE module;
(4) Annual Education Shell traffic games at the divisional, state and national
level involving over 3,000 primary and secondary students every year;
and
(5) Road safety campaigns and activities especially during major festive
seasons.
Tuan Speaker, Ahli-Ahli Yang Berhormat, road safety is our joint responsibility.

Operational Performance Of State Ports
Tuan Speaker, Kuching Port and Rajang Port registered a growth in cargo
throughput but Miri Port recorded a decrease during the first quarter of 2012 from
January to March 2012, as compared to the corresponding period last year.
The volume of cargo handled by Kuching Port Authority (KPA) during the period
from January to March increased by 5.1% to 2.1 million tonnes as compared to the
corresponding period in 2011. In terms of containerised cargo, the total number of

containers handled increased by 4.9% to 49,722 Twenty Equivalent Units (TEUs) from
47,403 TEUs.
Rajang Port Authority (RPA) handled a total of 1.27 million tonnes of cargo for
the period from January to March 2012 in comparison with 1.18 million tonnes last year,
an increase of 7.6%.
Out of the 1.27 million tonnes of cargo, 935,007 tonnes was handled by RPA
whilst 337,783 tonnes was handled by Tanjung Manis Integrated Port Sendirian Berhad,
an appointed Port Operator of Rajang Port Authority.
In terms of TEUs, RPA recorded an increase of 484 TEUs or 2.4% to 20,637
Integrated TEUs as compared to the same period last year. Tanjung Manis Port
Sendirian Berhad (TMIP) also recorded an increase in TEUs handled for the same
period from 12,493 TEUs in 2011 to 15,838 TEUs in 2012, an increase of 26.8%.
Miri Port Authority (MPA) registered a decrease in total cargo throughput of 15%
to 1,289,561 tonnes for the first quarter of 2012 as compared to 1,511,754 tonnes for
the same period in 2011. In terms of containerized cargoes, MPA handled a total of
6,112 TEUs from January to March 2012, as compared to 5,862 TEUs recorded in the
same period last year, an increase of 250 TEUs or 4.3%.

its final stages of being awarded the South Acis Projects comprising two sub-strum
times and two topsides by Murphy Oil. The Letter of Intent has been received.

Sarawak Rivers Board
Tuan Speaker, I wish to
Sarawak Rivers Board, an agency under the purview of my Ministry, entrusted by the
State Government to plan, manage, control and regulate rivers in Sarawak.
Safety
Tuan Speaker, by virtue of Section 14(1) and (2) of Sarawak Rivers Ordinance
1993, all vessels operating in Sarawak must be registered with the Board and must
possess River Transport Permit (RTP). The Board renews these permits annually after
To enhance safety of navigation in the rivers, the Board has taken proactive
measures to improve the navigability of the Pelagus stretch of Btg. Rajang, a notorious
and dangerous waterway, through selective rock blasting to create safe navigational
passage through the rapids. Tuan Speaker, I wish to report here that the blasting of the
first rapid, Wong Lapoh, has been successfully carried out on the 18th May 2012. That
was last Friday. It is expected that the whole works will be completed in three months‘
time.

To ensure river users comply with Rules and Regulations enforced by the Board,
the Board has carried out various enforcement activities including joint operations with
relevant government agencies.
Development Projects
Tuan Speaker, the current status of the six projects under the Tenth Malaysia
Plan development projects are still at an initial stage. Application for sites has been
made and allocation has been applied for under the Third Rolling Plan 2013-2014.
River Cleanliness and Rehabilitation Programme
Tuan Speaker, the Board also gives attention in mitigating pollution
public awareness
and
deterioration of our river system throughout conservation and
programs in concert with other agencies such as NREB and DID. Thus, the Board will
continue to carry out various activities and programs throughout the State to increase
river cleanliness
awareness of the public on the need to ensure that our rivers remain safe, clean and
natural.
Tuan Speaker, the responsibility to ensure is never of the
Government Agencies alone. The cleanliness of our rivers is the responsibility of all of
us. The Board believes that without the co-operation and involvement of the local
communities ensuring the cleanliness of our rivers, all efforts would not be successful.
As at 31st March, 2012, the Board has organized six programs and 21 community
related activities for promotion of conservation, protection and restoration of rivers
involving 14 kampongs, long houses and seven schools throughout the State.
Tuan Speaker, Sarawak Rivers Board continues to give emphasis on the safety
and cleanliness of rivers by continuously organizing safety talks, seminars, forum and
dialogues for the public and school children.
Issues Raised By Ahli-Ahli Yang Berhormat
I shall now answer to the comments and issues raised by Ahli-Ahli Yang
Berhormat during their debate in the past few days as well as in their oral questions
wherever is relevant.
The First Trunk
Quite a number of Ahli Yang Berhormat raised their concerns about the First
Trunk Road, which many had referred to it as the Pan Borneo Highway. Actually we don‘t
have any highway, we only have trunk road.
The first trunk road was finally linked with bridges in 2006 after the completion of
the Batang Rajang Bridge at Durin. This road forms the backbone of our state network. I
am fully aware of the wishes of the people to upgrade the road into a dual carriageway.
Having a dual carriageway for the whole of the first trunk road would be ideal for
Sarawak and for Sarawakian. In fact, I have pursued this with the Federal Government
quite a number of times and my predecessors had also all done the same. The Federal
Government had responded to our requests and approved allocations for its construction
abide in phases.

To date, five stretches of the first trunk road with a total length of 137 km have
already been upgraded to four lanes. These are as follows:
(1) Kuching/Serian —
52km;
(2) Sibu/Julau Junction —
29km;
(3) Bintulu/Bintulu Airport —
23km;
(4) Miri/Miri Airport —
9km; and
(5) Miri/Lutong/Kuala Baram —
24km.
The total of 137km.
My Ministry, through JKR, had conducted the study and had submitted a proposal
to the Federal Government to upgrade the road to a dual carriageway with an estimated
cost of RM16 billion.
I have also personally met with the Minister of Works, Malaysia and the Minister
in the Prime Minister Department in charge of Economic Planning Unit. Apart from that, I
and most
have also written to Yang Amat Berhormat Prime Minister and Yang Amat Berhormat
Deputy Prime Minister and met them personally during their visits to the State to put
forward our case to upgrade the road to a dual carriageway. I have done this relentlessly
on many occasions also. It is therefore, not true unfair to say that the
Government was not sensitive to the rakyat and did not bring up the matter. All of us
want it to the dual carriageway just like you in opposition. No, I just go ahead. I have not
finish on this issue.
We have been informed that the proposal for a dual carriage way could not be
considered yet in view of the traffic volume which is 10,000 vehicles per day on average
and did not meet the criteria set, that is 20,000 vehicles per day. This criteria is set by the
Federal Government and not by me as mentioned by the newspaper of late.
Tuan Speaker, as a temporary alternative, my Ministry had come out with a
proposal for the construction of overtaking lanes of 1km at every 8km intervals. A total of
95 overtaking lanes of 1km length at 8km intervals with a project cost of RM380 million
had been submitted to the Federal Government for consideration.
The Federal Government had approved an allocation of RM22.5 million towards
the construction of overtaking lanes at 10 localities. Construction works are expected to
commence at the second half of this year.
Ahli-Ahli Yang Berhormat, I do acknowledge that our roads are not comparable to
the highways in the Peninsular but this should not be an excuse for accidents. In fact,
statistics show that more traffic accidents actually occur at good straight roads where
people are travelling at very high speed. Being a responsible driver, one should always
be alert when driving and be extra careful on the road.
It is thus necessary, therefore, that all drivers should practice the concept of
defensive driving technique which is defined as doing everything possible to avoid
accident. It is also sometimes described as using the road in a manner that ensures your
safety and that of others in implies your full knowledge of the road traffic rules and
applying them when necessary as well as being prepared to compensate for the action or
in action or wrongly action of other road users in order to avoid a crash. The concept has
to do with three major features of human being;
(i) His physical health and attributes;

(ii) His mental health and attributes; and
(iii) His social health and attributes.
Kampung and Rural Access Road
Tuan Speaker, many rural roads to kampung and longhouses were constructed
from allocations under the MRP (Minor Rural Projects) to provide connectivity and
accessibility to the nearest service centers.
I have announced in this august House before that the Federal Government had
agreed to relax the registration of these kampong roads in the state under MARRIS
(Malaysian Road Record Information System) and be eligible for road maintenance
grant. The minimum carriageway width to qualify for MARRIS grant now is 2.44 meters
instead of 4.27 meters.
To date, JKR and the Local Authorities had successfully registered 9,221
kilometers of kampong roads throughout the state.
I wish to urge all Ahli Yang Berhormat to liaise with the Divisional or District JKR
Offices to ensure that all kampong/longhouse roads that meet the criteria, i.e., a
minimum carriageway width of 2.44 meters, are registered under MARRIS.
Specific Issues
For the information of Ahli Yang Berhormat for Opar, the government has
standard procedures to deal with non-performing contractors ... (Interruption) yes.
Y.B. Encik Wong King Wei: Thank you, Tuan Speaker, thank you the Honourable
Minister. According to the Minister‘s reply just now, on the trunk road, RM16 billion will
have to be allocated for the upgrading of these two carriages highway, when will it be
done for the dual carriages highway?
Menteri Pembangunan Infrastruktur dan Perhubungan (Y.B. Dato Sri Micheal
Manyin anak Jawong): I wish it can be done tomorrow if the Federal Government gives
us money. The money comes from them, I think, I don‘t know whether you listen to my
speech or not.
Y.B. Encik Wong King Wei: I listen but ... (Interruption)
Menteri Pembangunan Infrastruktur dan Perhubungan (Y.B. Dato Sri Micheal
Manyin anak Jawong): We have, listen first, can you listen first. We have been fighting
for it, my predeceases have been fighting for it and today we only got 137 kilometers
and off late we were told that we have not met the criteria that is 20 vehicles per average
per day. So, as a result we put up alternative that is overtaking lanes, we, every one of
us wish it to be done tomorrow. We have two from DAP here, members of parliament
and I urge the two members of parliament to bark in parliament so that we can get these
tomorrow. Thank you ... (Interruption) yes, you bark, I don‘t know whether you have bark
or not, I wish you bark more.
Specific issues, for the information of Ahli Yang Berhormat for Opar, the
Government has standard procedures to deal with non-performing contractors and we
including blacklisting them from participating in future Government projects.

would study into the provision of the requested facility for Igan ferry points and all other

Manyin anak Jawong): For the information of Ahli Yang Berhormat for Ngemah, a sum
of RM8 million has been approved to upgrade approximately six kilometers of road from
Nanga Ngungun to Nanga Jagau Resettlement Area. The design for the road has been
completed and ready for tender. Implementation for the project would commence after
the land issues have been resolved.
Untuk makluman Ahli Yang Berhormat bagi Beting Maro, Jalan Tanjung Asam-
Beladin adalah sepanjang 42 kilometers. Anggaran kos adalah RM280 juta. Rekabentuk
untuk 10 kilometers jalan tersebut telah disiapkan. Kerja pembinaan untuk 5.1
kilometers pertama, termasuk sebuah jambatan konkrit telah disiapkan pada tahun 2011
dengan kos RM38 juta. Cadangan pembinaan baki jalan 36.9 kilometers akan
dikemukakan kepada Kementerian Kerja Raya Malaysia di bawah Rancangan Malaysia
Rolling Plan Ketiga (2013-2014) untuk pertimbangan. Kementerian juga akan
mengemukakan cadangan pembinaan Jalan Beting Maro-Pusa sepanjang 22.5
kilometers termasuk empat buah jambatan konkrit ke Kementerian yang berkenaan
untuk pertimbangan.

Tuan Speaker, mengenai isu kerosakan Jalan Sungai Moyan seperti yang
dibangkitkan oleh Ahli Yang Berhormat bagi Batu Kawah, saya ingin menekankan
bahawa isu di sini bukanlah siapakah yang mengeluarkan lesen tetapi lori-lori yang
membawa muatan berlebihan (overloading) sehingga merosakkan jalan. Bagi mengatasi
masalah ini, saya telah mengarahkan Jabatan Pengangkutan Jalan (JPJ) dan Lembaga
Pelesenan Kenderaan Perdagangan (LPKP) untuk meningkatkan penguatkuasaan.
Kerajaan menggalakkan orang awam memberi maklumat dan melapor aktiviti lebih
muatan kepada agensi-agensi berkenaan untuk tindakan. Di samping itu, saya telah
dimaklumkan bahawa pihak JKR sedang menjalankan kerja-kerja pembaikan bagi jalan
tersebut.
Berkenaan dengan kerja-kerja menaiktaraf Jalan Ulu Krian dan Jalan Ulu Awik,
saya ingin memaklumkan Ahli Yang Berhormat bagi Krian bahawa Kerajaan
Persekutuan telah meluluskan peruntukan sebanyak RM18 juta untuk kedua-dua jalan
tersebut. Tender dijangka dapat dikeluarkan pada bulan Jun 2012.
For the information of Yang Berhormat for Engkilili, Jalan Stuga/Empelam/Sri
Aman is part of the 24.6 kilometers Jalan Basi. The survey and design works for the
project has been completed. The approved Tenth Malaysia Plan provision of RM12
million is sufficient only for the construction of the first 2.5 kilometers of road including
one bridge which is to be tendered by the end of this year.
With regards to upgrading of the 11km Jalan Simpang Lidong/Tisak/Nanga
Skrang which is part of the proposed Jalan Sri Aman/Lidong/Betong. JKR put up a
proposal to the Ministry of Works Malaysia for consideration in the Tenth Malaysia Plan
to include a 30m span RC bridge across Sungai Tisak at KM 3.50 to replace the existing
nine span belian bridge. But it was not approved.
Regarding to the request for a suspension bridge to be built across Batang Ai
Hilir, linking Rumah Pendi, Empelam to SK Empelam, I advise the Ahli Yang Berhormat
to forward the proposal to the District Office for consideration under Projek
Penyelenggaraan Infrastruktur Asas (PIAS) and Projek Penyelenggaraan Infrastruktur
Awam (PIA).
For the information of Ahli Yang Berhormat for Pantai Damai, LCDA is currently
planning for the Darul Hana Redevelopment Project at the area along Jalan Brooke and
the bridges along Jalan Brooke are to be incorporated into the project. It is therefore
hope that this will be done in the near future, in short times.
On the issue of street lights as raised by Yang Berhormat for Meradong and
Pelawan, I wish to inform that the estimated cost for the installation of street lightings is
RM 200,000 per kilometre where SESCo supply is available. In the rural areas with no
SESCo supply, the cost is much higher. In addition, there is the electricity bill to settle.
The state road network is about 29,000 kilometres now and is increasing. Therefore, we
can only carry out the installation in phases.
For the information of Yang Berhormat for Meradong, street lightings had been
installed along most of the stretches of the trunk road with dual carriageway as well as in
the cities and major towns. JKR will continue to install more street lightings in stages
with priority to areas of higher population and traffic volume, subject to availability of

located only in the urban areas.
My Ministry, through the Malaysia Road Safety Council, had proposed to the
Federal Government measures to address the problem. Among the

development and insufficient capacity of the existing culvert to take the runoff volume
from the said development areas. My Ministry is proposing to improve the overall
drainage system at an estimated cost of RM4.5 million. The proposal will be submitted to
the Federal Government for consideration.

For the information of Ahli Yang Berhormat for Pujut, the street lightings along
Kuala Baram road were interrupted due to frequent thefts of cables. Currently, SESCo is
carrying out reinstatement works.
Regarding the upgrading of Tudan Road, my Ministry has submitted a proposal
to upgrade the 3.4 km road to dual carriageway under the Rolling Plan 3 of RMK-10 with
an estimated cost of RM27.2 million.
With regards to the Tanjung Manis/Sarikei road as raised by the Ahli Yang
Berhormat for Repok, I wish to inform that the proposal was put up for consideration
under the Second Rolling Plan of Tenth Malaysia Plan but unfortunately was not
approved.
As for the Baji/Merudu Road, it was constructed some 29 years ago with the

written consent of the landowners, therefore, the issue of compensation does not arise. I
have here the written consent, wait first, wait first, let me finish, you listen, I have here
the written consent towards the things I mentioned here, make claim for crops
affected by the road construction. Make no claims for the land acquired for the road
construction, signed by David Teng Lung Chi, signed by all the landowners here, every
one of them, here.

into a JKR road, then the land along the road could not be developed so that is the main
concerned for landowner along the road because it is very near to the town so they want
to develop the land, at this moment I am not arguing about the land compensation,
Honorable Minister.

Yang Berhormat for Bukit Assek, as far as my Ministry is concerned, the whole proposal
is still under study. In this regard, we are not only studying the proposal for the Lanang
Bridge, but also the toll at Tun Salahuddin Bridge in Kuching, because there are two tolls,
three tolls actually, one in Kuching, one in Lanang and one in Miri but we are
concentrating on the two that is Lanang and Kuching, so it is not going to be just one.
Regarding the Sungai Sian ferry ramp as raised by Ahli Yang Berhormat for
Meradong, JKR officers had investigated and concluded that the existing ramp can only
cater for small motor launches (tut-tut) carrying only passengers and motorcycles. It was
not designed to cater for ferrying and heavy vehicles…(interruption)

so unfortunate after I answered in the Dewan the oral question; Ahli Yang Berhormat for
Meradong raised this to the press. It is here, in Sin Chew, I don‘t read Chinese but I
subscribed two Chinese newspapers, I don‘t read Chinese but I subscribed two Chinese
newspapers because my other half, my other half, does read Chinese. So it is stated
here, so I would like to explain that they were ramp, we don‘t called them ferry ramp, they
were ramp at Sungai Sian. And where is she when my Ministry received some request so
that ferry be operated at Sungai Sian. So, upon receiving that request, my Ministry
directed JKR at Sarikei to look into the request and whether the ramp are suitable and
structurally fit for ferry so the result that we received, the feedback that we received is
that the ramp which was built by R&DO is not structurally designed for ferry or for vehicle
like lorries and buses or even cars so that was the reason why JKR decided to build
another ramp in view of putting a ferry service in Sungai Sian. So, I hope that Ahli Yang
Berhormat for Meradong stop telling the public that we are wasting money. Yes…

spirit of Rakyat Didahulukan, Pencapaian Diutamakan, People First, Delivery Now, for
the Government has decided to construct a new ramp that caters for ferrying and heavy
vehicles at Sungai Sian.
Tuan Speaker, as in the previous sittings, there are many other suggestions and
requests brought up by Ahli-Ahli Yang Berhormat including the Ahli Yang Berhormat for
Opar, Saribas, Batu Danau, Krian and Tamin especially with regards to the upgrading of
roads and road connectivity to the rural and interior areas. Due to its vastness, we
cannot deny that many areas in Sarawak are lacking connectivity in terms of road
accessibility although in many areas, rivers are the main mode of transport.
It is my Ministry‘s vision to ensure complete connectivity by the year 2030 to
more than 5,000 villages spread throughout Sarawak. My Ministry would also work
closely with the central planning agencies both at the Federal and State levels to ensure
that infrastructure projects are carried out orderly, effectively and efficiently. This sort of
planning and implementation could take a few years but as the saying goes, .Rome is
not built in one day.. The Ministry and JKR will always rise to the challenge.
Tuan Speaker, before I conclude, I wish to take this opportunity to thank your
good self for your indulgence and well-managed proceedings of this august House.

signed by JKR with CMS Quarry Sendirian Berhad. Whereby supply and delivery of
crush aggregate to various division in Sarawak on and as and when based required
basis and that contract started in 2006 and in 2010, the contract was extended to all
other construction work relating to road construction even painting… (Interruption)
