Tan Sri Muhammad Ali Hashim mengenai Sultan nya?
“Naungan khalifah, sultan dan imam”
diterbitkan pada Isnin 25 November lalu,
saya dan isteri telah pun kehilangan Khaled bin Muhammad Ali, anak bongsu kami. Beliau kembali ke rahmatullah sebelum subuh 23 November, pada umur 20 tahun. Innalillahi wainna ialaihi rajiuun. Doa saya, ibunya, kakak dan abang-abangnya serta seluruh keluarga: Semoga kematian Khaled diampuni ALLAH Subhanahu Wa Taala. Semoga roh Khaled diletakkan dalam kalangan orang soleh, siddiqin dan syuhada, amiin ya Rabbul alamin. Buat Khaled: Sebanyak mana sekali pun air mata mengalir, ia tidak akan selama-lamanya mengeringkan, malah tidak setitis pun mengurangkan lautan sedih dan pilu serta cinta rindu kasih sayang di lubuk kalbu ayah dan mama. Juga, jelas terbukti, kasih sayang dan keprihatinan yang ayah dan mama berikan rupa-rupanya tidak dapat mengisi semua kekosongan dan tidak sampai kepada apa yang Khaled berhak mendapatkan. Semoga ALLAH SWT mengampuni ayah dan mama atas segala kelemahan, kekurangan, kealpaan, ketidakpekaan dan ketidakprihatinan. Tiada kata yang dapat saya lafazkan untuk menzahirkan rasa hati, bukan sahaja bagi pihak diri saya sebagai ayah, juga bagi pihak semua yang mengasihi dan mengenali beliau. Biarlah Khaled sendiri yang melahirkan rasa hatinya menerusi kolum Khalifah Bisnes kali ini. Justeru, berikut saya paparkan sajak beliau tanpa disentuh atau diperbetul sekalipun terdapat kesilapan ejaan dan istilah. Sajak ini terletak paling atas daripada sepuluh sajak beliau tulis yang saya dapati daripada laptop beliau. Beliau tidak berikan sebarang tajuk kepada sajak ke sepuluhnya ini, seolah-olah penulisannya belum lagi berakhir dan menanti diteruskan. Jika saya diizinkan memilih tajuk untuknya, mungkin paling sesuai ialah petikan daripada salah satu ungkapan di dalamnya: “Menuntut hak dan menebus masa silam”

Hutang ke GDP Kerajaan Sarawak lebih baik dari Kerajaan Persekutuan dan semua kerajaan-kerajaan Negeri Pakatan DAP, PAS, PKR
Sarawak Government's Debt to GDP is between 5.7% to 9% while the federal government debt to GDP ratio is a self professed 54%. PAS Kelantan State Government Debt to GDP is about 60% while DAP Penang State Govenrment has a Debt to GDP of about 45%.

Catat lebihan pendapatan beberapa tahun, rizab negeri berjumlah RM22 bilion pada 2012
KUCHING: Sarawak mencatat rekod prestasi kewangan positif yang amat kukuh, dibuktikan dengan lebihan pendapatan untuk beberapa tahun berturut-turut sehingga menghasilkan tahap rizab negeri berjumlah RM22 bilion pada 2012.
Ketua Menteri Pehin Sri Abdul Taib Mahmud berkata pencapaian membanggakan itu adalah hasil pendekatan cermat dalam pengurusan fiskal negeri selain unjuran belanjawan konservatif serta kawalan ketat terhadap perbelanjaan mengurus diambil kerajaan negeri.
“Menurut Laporan Ketua Audit Negara 2011, hasil kerajaan negeri telah meningkat kepada RM6.63 bilion iaitu peningkatan sebanyak RM1.02 bilion atau 18.2 peratus berbanding RM5.61 bilion pada 2010.
“Kita juga mencatatkan lebihan pendapatan berbanding perbelanjaan sebanyak RM2.6 bilion pada 2011 berbanding RM2.22 bilion pada 2010,” katanya ketika menyampaikan ucaptama pada Majlis Sambutan Hari Audit 1Malaysia dan Persidangan Juruaudit Sektor Awam 2013 di sini semalam.
Beliau menambah, kejayaan Sarawak mengekalkan prestasi kewangan yang cemerlang sejak 2004 melayakkan negeri ini mendapat pengiktirafan daripada Credit Rating Agency daripada BAA1 kepada A3 pada 2011 oleh Moody’s Investor Service.
Kejayaan itu juga katanya, menyaksikan Kerajaan Negeri Sarawak dianugerahi Sijil Bersih oleh Ketua Audit Negara selama 10 tahun berturut-turut bermula 2002 hingga 2011.
“Bagi Kerajaan Negeri Sarawak, peranan dimainkan oleh Jabatan Audit Negara (JAN) dalam menentukan akauntibiliti awam amat difahami dan telah banyak memberi manfaat bukan sahaja memantapkan pengurusan wang awam tetapi dalam pelaksanaan projek-projek pembangunan.
“Pada masa sama, kerajaan negeri mengambil sikap proaktif dan positif untuk terus meningkatkan akauntibiliti awam dan segala penemuan, teguran serta pemerhatian audit diberi perhatian untuk penambahbaikan pengurusan kewangan, juga akauntibiliti awam,” ujarnya.
Justeru beliau mengingatkan semua ketua jabatan, kementerian dan agensi kerajaan negeri mahupun persekutuan agar sentiasa mematuhi perundangan dan peraturan ketika melaksanakan tanggungjawab supaya imej sektor awam dan kerajaan selalu dijaga.
Selain itu katanya, perhatian yang serius harus diberikan kepada semua teguran dan penemuan oleh JAN, disusuli tindakan penambahbaikan dari segi amalan dan tindakan positif sekiranya perlu.
Tindakan penambahbaikan hasil daripada teguran katanya, perlu diambil terutama bagi kes-kes yang memerlukan persepsi awam mengenai sektor awam dan kerajaan, dapat ditambah baik.
“Saya berpendapat peranan dimainkan oleh JAN amat penting sebagai mekanisme ‘check and balance’ bagi menjamin akauntibiliti awam.
“Oleh itu ketua jabatan, kementerian dan agensi hendaklah mengambil iktibar dan belajar daripada setiap audit dila-kukan bagi mengelak kelemahan sama berulang,” katanya.
Taib juga mahu hubungan baik dan jalinan profesional antara sektor awam negeri Sarawak dengan JAN dikekal dan dipertingkatkan agar jabatan itu dapat menjadi agensi penting memastikan pelaksanaan pembangunan negeri Sarawak menerusi maklum balas berguna.
Sarawak katanya menghadapi cabaran dan kesukaran kompleks dalam memberi perkhidmatan terbaik kepada rakyat.
Menurutnya, faktor geografi negeri ini menyukarkan akses ke kawasan pedalaman, ditambah keadaan bumi yang luas, 124,449.51 kilometer persegi dan kedudukan penduduk bertaburan menyebabkan masih ada kawasan di pedalaman tidak mempunyai kemudahan jalan raya, bekalan air bersih dan elektrik.
Namun katanya ia bukan ha-langan kerana kerajaan negeri sentiasa menjaga kepentingan rakyat supaya tidak ada golongan yang terpinggir daripada arus pembangunan utama.
Sehubungan itu, pada 1995 kerajaan negeri menubuhkan Unit Audit Dalaman di bawah Jabatan Ketua Menteri untuk mempertingkatkan lagi ke-cekapan, akauntibiliti dan ketelusan operasinya.
Unit itu jelasnya mula beroperasi pada Januari 1996 yang bertanggungjawab memeriksa 11 kementerian, 27 jabatan, 29 badan berkanun negeri dan 25 pihak berkuasa tempatan.
“Usaha ini diambil oleh kerajaan negeri untuk terus memantapkan amalan tadbir urus dan pengurusan kewangan berkesan kerana usaha transformasi pengurusan kewangan adalah usaha berterusan,” jelasnya.
Turut hadir Timbalan Ketua Menteri Datuk Patinggi Tan Sri Alfred Jabu Numpang, Menteri Kewangan Kedua Dato Sri Wong Soon Koh, Menteri Kemajuan Tanah Tan Sri Datuk Amar James Masing, Speaker Dewan Undangan Negeri (DUN) Datuk Amar Mohd Asfia Awang Nassar, Setiausaha Kerajaan Negeri Tan Sri Datuk Amar Mohd Morshidi Abdul Ghani dan Ketua Audit Negara Tan Sri Ambrin Buang.

Keep cliques, factions at bay - YAB Pehin Sri Taib Mahmud Presiden PBB

KUCHING: Cliques and factions must never be allowed to take roots in PBB, and the party must continue to strive to meet the aspirations and wishes of the people.
PBB president Pehin Sri Abdul Taib Mahmud, who gave this advice, said the party must also remain highly focussed on development to ensure that the party and Barisan Nasional (BN) remain relevant to the society.
“It is important for all members to take care of the party and make sure that cliques do not exist within PBB. Do not let the party be divided among many groups and factions,” he said at PBB’s 50th Anniversary Celebration and Seminar on Political Matters at Borneo Convention Centre Kuching (BCCK) here yesterday.
The event was held in conjunction with the 13th PBB Triennial Convention, which started on Oct 18 and ends tomorrow.
Taib, who is also state BN chairman and chief minister, cautioned that there would be instances where the party’s solidarity would be put to the test, especially when a change in leadership occurs.
Hence, it was vital for the party, which is the backbone of the state BN, to remain united and rally behind its leadership well after he had retired.
“Many new leaders have emerged, including those I have groomed, and these people are experienced. We must realise that in PBB the leadership will change.
“The party will face this situation in the future, but the most important aspect is to ensure hat stability remains within the party.”
Taib stressed that only a strong party could retain the support and trust of the people, and deliver the goods to the people.
He said he was proud to note that PBB had managed to unite the Malays, Ibans, Bidayuhs and Orang Ulus since day one of its formation, and that this ‘special achievement’ must be preserved.
“PBB is known as the most stable political party, with strong support. This is something we must remember and follow to continue serving the people.”
Taib reiterated that the party’s struggles must be motivated by the wishes and aspirations of the people.
“We created this party based on the understanding that we need to introduce change to turn Sarawak … to turn it into a developed state. This will create a better life for the people.
“Today, we dare say about 97 per cent of the population is living above poverty level. More than 75 per cent of the people have access to road infrastructure, clean water supply and 24-hour electricity.
“Education has reached 100 per cent of the population. This should be the measurement for our struggles in PBB.”
He also spoke of the need for the struggles to help the people to be balanced and highly focussed to those in need, especially the rural community.
“As long as we remain highly focussed on development, PBB and Barisan Nasional will remain relevant in the eyes of the rakyat to fulfil their needs.”

PBB tidak mengganggu parti komponen BN

KUCHING: Parti Pesaka Bumiputera Bersatu (PBB) tidak akan bertanding di kerusi Dewan Undangan Negeri (DUN) Krian pada Pilihan Raya Negeri (PRN) akan datang kerana ia telah diperuntukkan kepada parti komponen Barisan Nasional (BN) lain iaitu Parti Demokratik Progresif Sarawak (SPDP).
Ketua Penerangan PBB Tan Sri Datuk Adenan Satem berkata, laporan portal berita mengatakan PBB mahu bertanding di Krian hanya tindakan pihak tertentu yang mahu menjejaskan hubungan antara kedua-dua parti itu.
Beliau yang ditemui selepas mempengerusikan Mesyuarat Ketiga Jawatankuasa Publisiti Konvensyen PBB Ke-13 di pejabatnya di Kompleks Yayasan Sarawak di sini semalam turut mempersoalkan kesahihan laporan serta sumber yang dipetik.
“Apa yang pasti bagi saya, ada pihak yang cuba memecah belah atau memburukkan hubungan antara PBB dan SPDP.
Mereka tidak akan berjaya kerana hubungan antara kedua-dua parti sentiasa sangat bagus,” tegasnya.
Bagaimanapun, ketika ditanya kemungkinan berlakunya pertukaran kerusi antara PBB dan SPDP sebelum PRN nanti, beliau sambil berseloroh menjawab: “Kita akan bincangkan perkara ini bila tiba masanya nanti.
” Portal berita Malaysiakini pada Jumaat lepas melaporkan beberapa ahli kanan PBB mahu parti itu bertanding di Krian memandangkan ahlinya di situ setakat ini seramai 2,500 orang, termasuk 600 penduduk rumah panjang yang sebelum ini merupakan ahli SPDP.
Berita bertajuk ‘PBB to contest the Krian state seat?’ (PBB akan bertanding di kerusi Krian?) itu turut melaporkan bekas Ahli Parlimen Saratok Jelaing Mersat antara individu yang menggalakkan kumpulan tersebut menyertai PBB.
Laporan itu juga mendakwa Jelaing yang merupakan bekas Ahli Parlimen Saratok selama tiga penggal serta bekas Timbalan Menteri Pengangkutan berasa amat marah selepas beliau tidak dicalonkan semula pada Pilihan Raya Umum Ke-13 (PRU13) lepas dan digantikan Presiden SPDP Tan Sri William Mawan yang telah memenangi kerusi berkenaan.
Menurut laporan portal berita itu lagi, Jelaing telah meletak jawatan daripada SPDP dan sekarang menggalakkan PBB mengambil alih Krian, malah seorang pemimpin kanan PBB yang tidak dinyatakan namanya, turut dipetik sebagai berkata ‘rakyat di situ mahu PBB bertanding di sana.
’ SPDP bertanding di Krian sejak ia ditubuhkan menggantikan Parti Kebangsaan Sarawak (SNAP) pada tahun 2002.
Bagaimanapun, ia gagal mempertahankan kerusi itu pada PRN 2011 apabila bekas timbalan presiden parti Datuk Peter Nyarok tewas kepada Ali Biju dari Parti Keadilan Rakyat (PKR).
Ali tampil menentang Mawan pada PRU13 lepas di Saratok tetapi tewas kepada Menteri Pembangunan Sosial itu.

Jangan berserah kepada takdir, malas berusaha

Sikap dan pemikiran negatif itu perlu dikikis kerana pada dasarnya ia hanya merugikan, kata Len
TANJUNG MANIS: Menteri Muda di Pejabat Ketua Menteri (Promosi Pendidikan Teknikal) Datu Len Talif Salleh meminta masyarakat agar mengubah sikap dan mentaliti yang suka berserah kepada takdir dan malas berusaha kerana ia hanya membantutkan perkembangan dan kemajuan seseorang.
Len berkata, sikap dan pemikiran negatif itu perlu dikikis kerana pada dasarnya ia hanya merugikan.
“Masyarakat hari ini tidak boleh lagi berdiam diri dan menyerah kepada takdir semata-mata, tetapi perlu berusaha untuk maju.
“Bahkan, kita perlu meningkatkan usaha bagi menguasai pelbagai cabang ilmu pengetahuan dalam menghadapi era globalisasi agar tidak terus ketinggalan,” katanya.
Len berkata demikian pada penangguhan Program 1AZAM Kursus Asas Pertukangan anjuran PUSAKA di Dewan IKS, Tanjung Manis, semalam.
Menurut Len yang juga merupakan Ahli Dewan Undangan Negeri Belawai, setiap individu tidak boleh lagi berada di takuk lama atau menyisih diri daripada masyarakat lain sebaliknya bersedia berubah dari segi sosial dan ekonomi.
Pada masa yang sama katanya, mereka perlu mempunyai semangat ingin berubah daripada tidak baik kepada yang baik serta menanam azam untuk maju.
“Kepentingan menuntut ilmu perlu diletak sebagai keutamaan. Serentak dengan itu, mereka juga perlu bersatu padu dalam menghadapi apa juga keadaan dan tidak berbalah sesama sendiri hanya disebabkan perkara yang tidak penting.
“Jika kita berilmu tetapi tidak bersatu, ini juga sukar untuk membina tamadun bangsa. Justeru, kita perlu mengukuh semula hala tuju supaya matlamat membina ummah cemerlang tercapai,” ujarnya.
Sementara itu, Penolong Pengurus Kanan Perdagangan dan Industri Dayang Nena Abang Bruce dalam ucapan alu-aluannya berkata, peluang yang ditawarkan oleh kerajaan melalui PUSAKA tidak sepatutnya dilepaskan kerana ia bukan sahaja bertujuan meningkatkan pendapatan keluarga tetapi mampu mengubah masa depan.
Apa yang lebih penting katanya, PUSAKA mendapat kepercayaan Unit Perancangan Negeri (UPN) di Jabatan Ketua Menteri yang bersedia menawarkan bantuan dan sokongan kepada sesiapa sahaja yang berminat menyertai program seumpama itu.
“Ini satu peluang keemasan yang perlu direbut oleh Bumiputera. Program ini juga merupakan antara usaha membimbing usahawan meliputi pembangunan modal insan dan kualiti produk yang dihasilkan,” katanya.
Hadir sama pada majlis itu ialah Pegawai Jabatan Hal Ehwal Khas (JASA) Bahagian Sarikei Ahmat Adai.

Generasi baru PBB perlu perkasa pengetahuan sejarah : Tan Sri Datuk Amar Adenan Satem
PBB berjaya menyatukan hampir kesemua kaum Bumiputera di Sarawak

KUCHING: Parti Pesaka Bumiputera Bersatu (PBB) berjaya menyatukan hampir kesemua kaum Bumiputera di negeri ini yang terdiri daripada Melayu, Melanau, Bidayuh, Iban dan Orang Ulu.
Ketua Penerangan PBB Tan Sri Datuk Amar Adenan Satem berkata, ia dapat dibuktikan menerusi penubuhan awal parti itu yang wujud daripada penggabungan Parti Pesaka Anak Sarawak (PESAKA) dengan Parti Bumiputera Sarawak (BUMIPUTERA) pada tahun 1973.
PESAKA ditubuhkan pada tahun 1962 oleh Tun Datuk Patinggi Tan Sri Temenggung Jugah Barieng yang mendapat sokongan kuat daripada komuniti Iban menetap di sepanjang Batang Rajang dari Sibu hingga Belaga.
Manakala Parti Bumiputera Sarawak yang ditubuhkan pada tahun 1968 oleh kaum Melayu dan Melanau yang berasakan mereka tidak diwakili dalam penubuhan dua parti politik awal iaitu Parti Negara Anak Sarawak (PANAS) pada 1960 dan Parti Barisan Rakyat Jati Sarawak (BARJASA) pada 1961.
Penubuhan Parti Bumiputera Sarawak itu, katanya, telah menyebabkan BARJASA dan PANAS dibubarkan.
Hasil daripada kesatuan itu, katanya, apabila Pilihan Raya Umum diadakan pada 1970, pilihan raya langsung pertama dengan DUN mempunyai 48 ahli berjaya melayakkan Tun Abdul Rahman Yaakub sebagai ketua menteri Sarawak yang ketiga.
“Keputusan pilihan raya 1970 menyaksikan SUPP memenangi 12 kerusi begitu juga SNAP dan BUMIPUTERA, PESAKA (sembilan) dan enam kerusi lagi dimenangi parti lain yang bertanding, terutamanya Bebas.
“Tetapi parti yang memenangi 25 atau 26 kerusi layak membentuk kerajaan dan atas persefahaman tinggi SUPP dan Parti BUMIPUTERA bergabung untuk mempunyai 24 kerusi dan mereka berjaya memujuk dua ahli dari PESAKA Simon Mark Maja dan Penghulu Abok Jalin menyertai kumpulan itu,” jelasnya.
Beliau menambah selepas penubuhan Malaysia, PESAKA menyatakan hasratnya mahu menyertai Parti BUMIPUTERA dan pada tahun 1973 hasrat mereka itu diterima sehingga terbentuknya Parti Pesaka Bumiputera Bersatu (PBB).
Selepas itu, katanya, SNAP mengisytiharkan dirinya sebagai parti pembangkang dan pada Pilihan Raya Umum dan Negeri yang diadakan serentak pada 1974, ia bertanding menentang perikatan yang sudah pun dikenali sebagai Barisan Nasional (BN).
Pada pilihan raya itu, jelasnya, BN menang 30 kerusi manakala SNAP 18, sekali gus menyaksikan Tun Abdul Rahman kekal sebagai ketua menteri di bawah PBB dan bersara pada 1981.
Tempat beliau diambil alih Pehin Sri Abdul Taib Mahmud sehingga sekarang.
“Jika kita melihat semula sejarah penubuhan PBB bermula dengan penubuhan parti PANAS pada 1960, kita boleh mengatakan PBB adalah parti politik yang boleh mengatasi banyak cabaran.
“Bermula dari parti politik yang kecil dengan hanya lima kerusi DUN, bertambah kepada 35 kerusi.
SNAP juga merupakan cabaran besar kepada PBB sebelum ini, begitu juga Parti Bangsa Dayak Sarawak (PBDS) tetapi kita berjaya menanganinya,” ujar beliau yang juga Menteri di Pejabat Ketua Menteri (Tugas-tugas Khas).
Sementara itu, katany,a adalah perlu untuk generasi muda mengetahui sejarah penubuhan parti BN tunggal Sarawak kerana ia merupakan parti yang berjaya menyatukan Bumiputera di negeri ini.
“Generasi muda mungkin tidak tahu apa yang berlaku dalam sejarah penubuhan PBB, dan kita tidak mahu mereka mengetepikan signifikan penubuhan parti ini terutama pembentukan negeri yang pelbagai kaum,” ujarnya.

Kelebihan memakan petai
Keenakan petai sebagai ulam, jeruk, mahupun menjadi bahan dalam masakan seperti sambal tumis udang atau sambil ikan bilis dan sebagainya, membuatkan penggemar-penggemar petai berasa lapar.
Di sebalik keenakan petai bersama kesan bau mulut yang kurang menyenangkan, petai turut mempunyai khasiat dan nilai perubatan yang tinggi. .
Pokok petai merupakan spesis pokok asli yang tingginya sekitar 30 meter, dan banyak tumbuh di kawasan hutan Malaysia, Indonesia dan Thailand. Buah petai mempunyai kadar protein dan lemak yang tinggi berbanding buah-buah hutan yang lain. KUCHING: Menteri Perumahan dan Menteri Pelancongan Datuk Amar Abang Johari Tun Abang Openg kekal menerajui Parti Pesaka Bumiputera Bersatu (PBB) Cawangan Satok setelah berjaya mengekalkan jawatannya sebagai ketua cawangan.
Beliau mengekalkan jawatannya setelah menang tanpa bertanding pada mesyuarat perwakilan cawangan yang diadakan di sebuah hotel kelmarin.
Turut kekal memegang jawatan masing-masing untuk penggal seterusnya ialah Ibrahim Baki sebagai timbalan ketua dan Samad Gany sebagai setiausaha cawangan.
Sementara itu tiga jawatan naib ketua cawangan kini dipikul oleh Senator Dayang Madinah Tun Abang Openg merangkap ketua Pergerakan Wanita, Iskandar Sharkawi merangkap ketua Pergerakan Pemuda yang baharu dan Basri Bolhassan yang merupakan penolong bendahari cawangan sebelum ini.
Sesi mesyuarat perwakilan cawangan dipengerusikan oleh Pengerusi Tetap Datuk Idris Buang.
Manakala Setiausaha Politik Ketua Menteri Sharifah Hasidah Sayeed Aman Ghazali dan Setiausaha Agung Pergerakan Pemuda PBB Gerald Rentap Jabu masing-masing mempengerusikan mesyuarat perwakilan Pergerakan Wanita dan Pemuda.
Sebelum itu, Abang Johari telah merasmikan mesyuarat tritahunan tersebut pada sebelah pagi sambil dihadiri ratusan perwakilan dari peringkat kanan, Pergerakan Wanita, Pergerakan Pemuda dan ranting-ranting cawangan.
Semasa mesyuarat perwakilan, cawangan Satok mengemukakan usul tanpa bahas menggesa supaya Pehin Sri Abdul Taib Mahmud dikekalkan jawatannya sebagai presiden PBB.
Mesyuarat tersebut juga memberi sokongan penuh kepada Abang Johari supaya dikekalkan sebagai Ahli Dewan Undangan Negeri (ADUN) Satok di samping menggesa agar kesemua jawatan kanan PBB dikekalkan bagi kestabilan parti dan politik negeri.
Pada masa yang sama, cawangan tersebut turut membincangkan usul mengenai sosial dan agama, keselamatan dan kesejahteraan serta usaha meningkatkan keahlian parti dan pengundi baharu.

Helwan University criminal law professor Ahmed El-Ateeq filed a case against ElBaradei this week charging he "breached national trust."
"No official was ever charged in any country in the world with a crime for simply resigning from his post," Dawoud maintains.
Dawoud argues, however, that El-Ateeq used financial law in his case against ElBaradei, which he says doesn't apply, according to the Constitution Party's press release.
He adds that reviewing such a case so quickly - a Cairo court set the trial date for 19 September, which also coincides with the judges' annual holiday - is proof of a "rabid campaign aimed at tarnishing [ElBaradei's] reputation and stances." He also points out that this isn't the first time the Constitution Party has stood against a campaign against them.
ElBaradei resigned citing that he could not bear the responsibility for decisions that led to violence witnessed at the dispersal of sit-ins on 14 August that were pressing to reinstate president Mohamed Morsi. Protests against the violent dispersal erupted in the days following, with hundreds dying and thousands injured in clashes.
Before the sit-ins were evicted, ElBaradei was widely attacked in many Egyptian media outlets for allegedly standing in the way of calls to disperse the sit-in.
After he resigned attacks intensified, saying he disappointed his party and the country.
The Constitution Party concluded with a warning from Dawoud that such lawsuits would only increase internal strife in Egypt by standing against any voice that "attempts to exit the polarised atmosphere Egypt has entered."

Security Forces Used Excessive Lethal Force

The ongoing Human Rights Watch investigation indicates that the decision to use live ammunition on a large scale from the outset reflected a failure to observe basic international policing standards on use of lethal force and was not justified by the disruptions caused by the demonstrations or the limited possession of arms by some protesters. The failure of the authorities to provide safe exit from the sit-in, including for people wounded by live fire and needing urgent medical attention, was a serious violation of international standards.
Based on first-hand documentation and interviews with health workers by Human Rights Watch, and lists of the dead obtained by the Egyptian Center for Economic and Social Rights, the death toll during the dispersal of the Rab’a sit-in appears to be at least 377, significantly higher than the latest Rab’a death toll of 288 announced by the Health Ministry.
Based on first-hand documentation and interviews with health workers by Human Rights Watch, and lists of the dead obtained by the Egyptian Center for Economic and Social Rights, the death toll during the dispersal of the Rab’a sit-in appears to be at least 377, significantly higher than the latest Rab’a death toll of 288 announced by the Health Ministry.
With the death toll rising day by day, Egypt’s military rulers should urgently reverse recent police instructions to use live ammunition to protect state buildings and use it only when strictly necessary to protect life.
“This excessive and unjustified use of lethal force is the worst possible response to the very tense situation in Egypt today,” said Joe Stork, acting Middle East and North Africa director at Human Rights Watch. “Egypt’s military rulers should rein in police forces to prevent the country from spiraling into further violence. The military should not be encouraging police to use even more lethal force.”
According to the Ministry of Interior, the nationwide August 14 death toll of 638 includes 43 police officers. The dispersal sparked gunfights in the Cairo neighborhood of Mohandessin and an attack on a police station in Kerdassa, in greater Cairo, which left four policemen dead. Human Rights Watch spoke to witnesses, priests, and residents who confirmed that over the course of August 14, immediately following the dispersals, Islamists in at least nine cities attacked and burned at least 32 churches.
Over the following three days, clashes between security forces and Muslim Brotherhood protesters, and anti-Muslim Brotherhood protesters led to at least 173 additional deaths by August 18, according to the Ministry of Health.
Human Rights Watch is investigating the government’s dispersal of Muslim Brotherhood sit-ins at Rab’a al-Adawiya in Nasr City and at Nahda in Giza, in greater Cairo. Human Rights Watch staff interviewed 41 protesters, doctors, and residents from both areas, visited the Rab’a al-Adawiya Medical Center during the dispersal and later visited hospitals and morgues in Nasr City and Giza.
The most significant violence took place during the dispersal of the Rab’a sit-in. Human Rights Watch’s preliminary findings indicate that the security forces used excessive force in breaking up the sit-ins and unlawfully killed a number of unarmed protesters. Security forces failed to plan the operation to minimize the risk to life, including by ensuring safe exits and giving public orders not to kill except in a targeted manner when absolutely necessary.
Four residents told Human Rights Watch that at around 6:30 a.m. security services used loudspeakers to call on protesters to leave the sit-in via the Nasr Street exit. Around 10 to 15 minutes later, at around 6:45 a.m., riot police moved in on the Rab’a protest simultaneously from several sides shooting tear gas, rubber pellets and, very soon after, live bullets. It was not possible to establish whether the first use of live ammunition came from the side of security forces or protesters, but Human Rights Watch found no evidence to suggest that firing by protesters justified the quick resort by police to massive lethal force against largely unarmed protesters.
Two journalists who were present from the start and protesters told Human Rights Watch that they could not reach any of the exits after the security forces had started firing tear gas because of heavy gunfire coming from the direction of security forces. Dozens of women and children hid in the mosque.
Witnesses and video of the protests, as well as observations by Human Rights Watch staff, indicate that the vast majority of the protesters were unarmed, but some carried clubs and a few fired guns at the security forces. Witnesses interviewed by Human Rights Watch and video footage posted on YouTube indicate that the police unlawfully killed protesters who were clearly not engaged in any form of violence.
Video footage posted online that Human Rights Watch believes to be authentic shows a man being shot as he carries a blood-stained lifeless body. One protester, Ahmad Gamal, told Human Rights Watch that at one point he saw three men carrying a blood-stained, injured man and rushing toward a stage set up at the sit-in, when he heard the sound of gunfire and saw the three fall to the ground. He said he then helped carry away two of the bodies.
Other footage clearly shows unarmed men crouching near the remains of the main stage in Rab’a to hide from incessant gunfire. The footage shows two of them being shot and apparently killed, and a third shot in the leg. Some of the killings appeared to be deliberate, targeting people who posed no imminent threat to life at the time they were shot. One resident told Human Rights Watch she saw a policeman summarily execute a man walking in front of the officer. The man’s hands were on his head.
Egypt’s interim president, Adly Mansour, declared a curfew on the afternoon of August 14 and a one-month state of emergency. While some curfews may be legitimate and proportionate measures to reduce severe violence on the streets, the declaration of a state of emergency sends precisely the wrong signal, Human Rights Watch said. Security forces will read it as license for additional reckless and unlawful use of force, particularly given the long history of abuses carried out under states of emergency in Egypt.
“Given the riot police’s track record of routinely misusing lethal force, it’s crucial that Egypt’s military rulers publicly order security forces to use lethal force only when strictly necessary,” Stork said. “That means police should only shoot when faced with armed individuals threatening lives, and only to the extent necessary to address an immediate threat.”
The attacks on the sit-ins sparked serious sectarian violence. Since the ouster of Morsy sectarian tension has been on the rise, with leaders of the Muslim Brotherhood scapegoating Egyptian Christians as responsible for Morsy’s removal. Human Rights Watch has confirmed through interviews with witnesses that mobs chanting Islamist slogans attacked at least 32 churches. This violence left one Christian dead and at least 20 churches torched.
Security forces did little or nothing to protect churches, despite the high likelihood of such attacks. Human Rights Watch documented a rise in sectarian violence since Morsy’s ouster on July 3, with at least six major attacks on Christians in governorates across Egypt, including Luxor, Marsa Matrouh, Minya, North Sinai, Port Said, and Qena.
“Egyptian security officials bear responsibility not only for what they did in breaking up the protests but for their failure to protect churches and Christian communities against predictable reprisal attacks,” Stork said. “An impartial, credible and independent investigation is required to establish a full picture of events in Cairo and elsewhere on August 14 and to start the process of accountability.”

As pressure mounts on Washington to cut off U.S. military aid to Egypt, Cairo has found an awkward ally in the form of AIPAC, the influential pro-Israel lobby firm that is actively pushing for continued U.S. aid to Egypt.
Long considered an incentive for Cairo to maintain peaceful ties with Israel, America's $1.3 billion package in annual U.S. military assistance to Egypt has come under global criticism as Egypt's military continues its bloody crackdown against anti-government protesters with U.S.-funded tanks and tear gas.
AIPAC, which was credited with helping kill an amendment to cut Egyptian aid in July, is now operating behind the scenes in private meetings with lawmakers to keep alive Cairo's funding, congressional aides from both political parties said.
"They made and continue to make their views known on this issue," a congressional aide tells The Cable. "But on an issue like aid to an Arab country, my experience with AIPAC has generally been that they will not be terribly vocal in public. To be sure, they feel strongly about keeping the aid flowing, but I wouldn't expect a massive call in and letter writing campaign."
Another aide from the opposite party concurred. "On sensitive issues like this, AIPAC will 'lobby' very quietly, by reaching out to select influential folks on the Hill," he said. "It's not in the Egyptian military's or Israel's interest to have AIPAC loudly supporting Egyptian FMF."
Publicly, few governments or lobbying firms want to be viewed as supportive of a crackdown that has led to more than 800 deaths and thousands of injuries across Egypt. In Israel, where the Netanyahu government has been largely silent on the issue, officials are said to be aware of how an endorsement of the aid package could backfire given Israel's unpopularity in the Middle East. But privately, officials aren't shedding tearsabout the military crackdown on the Islamist movement Muslim Brotherhood.
An AIPAC source speaking with The Cable on the condition of anonymity insisted that aid to Egypt was not a top issue for the lobbying group. But the source noted that AIPAC's support for the aid was not contingent on the way Egypt treats anti-government protesters. "The primary criteria on how we evaluate this issue is if Egypt is adhering to the peace treaty," the source said, referring to the 1979 peace accord that normalized relations between Egypt and Israel. "We realize that the situation is very fluid and that policymakers will have a range of considerations on this matter."
Although AIPAC has gone relatively quiet in recent weeks, some congressional aides expressed surprise at how publicly the group moved to kill an amendment sponsored by Sen. Rand Paul in July that would've suspended aid to Egypt until it holds free and fair elections. In a letter sent to Sen. Robert Menendez, chairmen of the Senate Foreign Relations Committee, and Sen. Bob Corker, the ranking member, the group opposed the amendment saying it "could increase instability in Egypt and undermine important U.S. interests and negatively impact our Israeli ally." The letter was read aloud on the Senate floor by Sen. Lindsey Graham before the amendment was soundly defeated in an 86-13 vote.
"To be honest, I was a little surprised they went as far as they did with the public letter during debate over the Paul amendment," said a congressional aide, emphasizing AIPAC's preference for quiet lobbying on such issues. Another aide noted that the group made their opposition to suspending aid "loud and clear" in the July letter, adding that further efforts would be "overkill."
Emphasizing its other priorities, an AIPAC source told The Cable the group's main issue remains Iran. "Our priority right now is to lobby for increased sanctions and pressure on the Iranian regime to stop their nuclear program," said the source. "That's our legislative priority."
